No. 156A BILL TO BE ENTITLEDAN ACTrelating to a study by the Texas Commission on EnvironmentalQuality regarding the protection of certain water facilities fromcatastrophes.BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:SECTION 1. (a) The Texas Commission on EnvironmentalQuality shall conduct a study of potential methods for protectingpublic drinking water supply systems regulated by the commissionunder Chapter 341, Health and Safety Code, and wastewater treatmentfacilities regulated by the commission under Chapter 26, WaterCode, from:(1) electrical outages;(2) catastrophic weather events;(3) conduct that constitutes an offense under Chapter424, Government Code;(4) the projected effects of climate change; and(5) other potential disruptions to providing waterservice.(b) The Texas Commission on Environmental Quality shallconsult with other state agencies or interested persons as neededto facilitate the study.(c) Not later than September 1, 2026, the Texas Commissionon Environmental Quality shall:(1) create a report on the results of the study thatincludes recommendations for legislative or other action tofacilitate the protection of the facilities described by Subsection(a) of this section; and(2) submit the report to the governor and thelegislature.SECTION 2. This Act takes effect September 1, 2025.
