Chapter 112, Occupations Code, is amended byadding Subchapter C to read as follows:SUBCHAPTER C. COMPLAINT REFERRALSSec. 112.101. COMPLAINTS AGAINST HEALTH CARE PRACTITIONERLICENSED BY DIFFERENT LICENSING ENTITY. (a) Notwithstanding anyother law, a licensing entity that receives a complaint concerninga health care practitioner who holds a license issued by a differentlicensing entity shall promptly forward a copy of the complaint tothat licensing entity.(b) A licensing entity may not take disciplinary actionbased on a complaint against a health care practitioner who holds alicense issued by a different licensing entity unless thatlicensing entity refers the complaint back to the licensing entitythat received the complaint for investigation and resolution.(c) This section does not preclude a licensing entity fromtaking disciplinary action against a health care practitionerlicensed by that entity.Sec. 112.102. COMPLAINTS AGAINST HEALTH CARE PRACTITIONERALLEGING CERTAIN OFFENSES. (a) Notwithstanding any other law, alicensing entity that receives a complaint concerning a health carepractitioner that credibly accuses the practitioner of conductconstituting an offense that resulted in death or serious bodilyinjury, as those terms are defined by Section 1.07, Penal Code, to aperson shall promptly forward a copy of the complaint to anappropriate law enforcement agency.(b) This section does not preclude a licensing entity frominvestigating a complaint or taking disciplinary action against ahealth care practitioner described by Subsection (a) and licensedby that entity.SECTION 2. The changes in law made by this Act apply only toa complaint filed against a health care practitioner on or after theeffective date of this Act. A complaint filed before the effectivedate of this Act is governed by the law in effect on the date thecomplaint was filed, and the former law is continued in effect forthat purpose.SECTION 3. This Act takes effect immediately if it receivesa vote of two-thirds of all the members elected to each house, asprovided by Section 39, Article III, Texas Constitution. If thisAct does not receive the vote necessary for immediate effect, thisAct takes effect September 1, 2025.____________________________________________________________President of the SenateSpeaker of the HouseI hereby certify that S.B.
