The Department ofTransportation shall work with Beaufort and Jasper Counties, local chambers ofcommerce, economic development organizations, the South Carolina IntracoastalTransportation Management Association, and other stakeholders to identify andactively engage private sector improvements at terminal locations identified inthe Stantec study, vessel acquisition assistance, charging infrastructure,permitting and environmental coordination, and related capital investments thatreduce barriers to private participation. The Department shall prioritizeexpenditures that maximize private sector leverage and shall not duplicateplanning work already completed.
