BROOKSTON; ST. LOUIS RIVER CAMPGROUND AND1.7 RECREATIONAL AREA.1.8Subdivision 1. Appropriation. $2,500,000 is appropriated from the bond proceeds fund1.9 to the commissioner of employment and economic development for a grant to the city of1.10 Brookston for predesign, design, site preparation, and construction of a campground and1.11 recreational area, including a road, utilities, green space, boat launch, and a community1.12 center. This appropriation is exempt from the requirements under Minnesota Statutes, section1.13 16A.86, subdivision 4.1.14Subd. 2. Bond sale. To provide the money appropriated in this section from the bond1.15 proceeds fund, the commissioner of management and budget shall sell and issue bonds of1.16 the state in an amount up to $2,500,000 in the manner, upon the terms, and with the effect1.17 prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota1.18 Constitution, article XI, sections 4 to 7.1.19EFFECTIVE DATE. This section is effective the day following final enactment.Section 1. 1
