(BDR R-546)FISCAL NOTE: Effect on Local Government: No.Effect on the State: No.~EXPLANATION – Matter in bolded italics is new; matter between brackets [omitted material] is material to be omitted.SENATE JOINT RESOLUTION—Urging Congress to call aconvention of the states to propose amendments to theUnited States Constitution that impose fiscal restraints onthe Federal Government, limit the power and jurisdictionof the Federal Government and limit the terms of office offederal officials and members of Congress.1 WHEREAS, The Framers of our United States Constitution2 empowered states, Legislatures under Article V, to be guardians of3 liberty against future abuses of power by the Federal Government4 by authorizing states to apply for a convention to propose5 amendments to the Constitution; and6 WHEREAS, It is the opinion of the Nevada Legislature that the7 Federal Government has increased the national debt through8 imprudent spending; and9 WHEREAS, It is the opinion of the Nevada Legislature that the10 Federal Government has encroached upon the legitimate roles of the11 states through the intrusive process of federal mandates, most of12 which are largely unfunded; and13 WHEREAS, It is the opinion of the Nevada Legislature that the14 Federal Government has ceased to operate under a proper15 interpretation of the United States Constitution; and16 WHEREAS, It is the solemn duty of the states to protect the17 liberty of our people, particularly for the generations to come, by18 proposing amendments to the United States Constitution through a- *SJR3*–2–1 convention of the states under Article V for the purpose of2 restraining these and related abuses of power by the Federal3 Government; now, therefore, be it4 RESOLVED BY THE SENATE AND ASSEMBLY OF THE STATE OF5 NEVADA, JOINTLY, That the members of the 83rd Session of the6 Nevada Legislature hereby urge Congress, under the provisions of7 Article V of the United States Constitution, to call a convention of8 the states to propose amendments to the United States Constitution9 that impose fiscal restraints on the Federal Government, limit the10 power and jurisdiction of the Federal Government and limit the11 terms of office for federal officials and members of Congress; and12 be it further13 RESOLVED, That this application constitutes a continuing14 application in accordance with Article V of the United States15 Constitution until the legislatures of at least two-thirds of the several16 states have made applications on the same subject; and be it further17 RESOLVED, That the Secretary of the Senate prepare and18 transmit a copy of this resolution to the Vice President of the United19 States as presiding officer of the United States Senate, the Speaker20 of the House of Representatives, each member of the Nevada21 Congressional Delegation and to the presiding officers of each of22 the legislative houses in the several states, requesting their23 cooperation; and be it further24 RESOLVED, That this resolution becomes effective upon25 passage.H- *SJR3*
