 SENATE JOINT RESOLUTION—Urging Congress to call a
       convention of the states to propose amendments to the
       United States Constitution that impose fiscal restraints on
       the Federal Government, limit the power and jurisdiction
       of the Federal Government and limit the terms of office of
       federal officials and members of Congress.
1     WHEREAS, The Framers of our United States Constitution
2 empowered states, Legislatures under Article V, to be guardians of
3 liberty against future abuses of power by the Federal Government
4 by authorizing states to apply for a convention to propose
5 amendments to the Constitution; and
6     WHEREAS, It is the opinion of the Nevada Legislature that the
7 Federal Government has increased the national debt through
8 imprudent spending; and
9     WHEREAS, It is the opinion of the Nevada Legislature that the
10 Federal Government has encroached upon the legitimate roles of the
11 states through the intrusive process of federal mandates, most of
12 which are largely unfunded; and
13     WHEREAS, It is the opinion of the Nevada Legislature that the
14 Federal Government has ceased to operate under a proper
15 interpretation of the United States Constitution; and
16     WHEREAS, It is the solemn duty of the states to protect the
17 liberty of our people, particularly for the generations to come, by
18 proposing amendments to the United States Constitution through a

1 convention of the states under Article V for the purpose of
2 restraining these and related abuses of power by the Federal
3 Government; now, therefore, be it
4     RESOLVED BY THE SENATE AND ASSEMBLY OF THE STATE OF
5 NEVADA, JOINTLY, That the members of the 83rd Session of the
6 Nevada Legislature hereby urge Congress, under the provisions of
7 Article V of the United States Constitution, to call a convention of
8 the states to propose amendments to the United States Constitution
9 that impose fiscal restraints on the Federal Government, limit the
10 power and jurisdiction of the Federal Government and limit the
11 terms of office for federal officials and members of Congress; and
12 be it further
13     RESOLVED, That this application constitutes a continuing
14 application in accordance with Article V of the United States
15 Constitution until the legislatures of at least two-thirds of the several
16 states have made applications on the same subject; and be it further
17     RESOLVED, That the Secretary of the Senate prepare and
18 transmit a copy of this resolution to the Vice President of the United
19 States as presiding officer of the United States Senate, the Speaker
20 of the House of Representatives, each member of the Nevada
21 Congressional Delegation and to the presiding officers of each of
22 the legislative houses in the several states, requesting their
23 cooperation; and be it further
24     RESOLVED, That this resolution becomes effective upon
25 passage.
