11 Statement of purpose of bill as introduced: This bill proposes to require the
12 Department of Health to submit an annual report to the General Assembly
13 regarding adverse reactions reported to the Vaccine Adverse Event Reporting
14 System.
15    An act relating to reporting on adverse reactions related to immunizations
16 It is hereby enacted by the General Assembly of the State of Vermont:
17 Sec. 1. 18 V.S.A. § 1132 is amended to read:
18 § 1132. VACCINE ADVERSE EVENT REPORTING SYSTEM
19    (a) A health care practitioner administering vaccinations shall report to the
20 Vaccine Adverse Event Reporting System, in consultation with the patient, or,

1 if a minor, the patient’s parent or guardian, all significant adverse events that
2 occur after vaccination of adults and children, even if the practitioner is unsure
3 whether a vaccine caused the adverse event.
4    (b)(1) Annually, on or before January 15, the Department of Health shall
5 submit a report to the Senate Committee on Health and Welfare and to the
6 House Committees on Health Care and on Human Services regarding any
7 adverse reactions reported by health care practitioners in Vermont to the
8 Vaccine Adverse Event Reporting System, including:
9(A) the total number of adverse reactions reported during the
10 previous calendar year;
11(B) aggregated reported adverse reactions by immunization type, lot
12 number, and age of recipient if the size of the data set allows;
13(C) total number and cost of emergency department visits related to
14 reported adverse reactions;
15(D) total number of hospitalizations, permanent disabilities, and
16 deaths related to reported adverse reactions; and
17(E) a summary of activities undertaken by the Department to support
18 Vermonters filing for compensation pursuant to the National Childhood
19 Vaccine Injury Act of 1986, 42 U.S.C. § 300aa-1 et seq.

1(2) The Department shall post the report submitted pursuant to this
2 subsection on its website and shall provide electronic copies to health care
3 providers administering immunizations in Vermont.
4 Sec. 2. EFFECTIVE DATE
5    This act shall take effect on July 1, 2025.
