sr10/enrolled.txtSENATE RESOLUTION NO. 10WHEREAS, Heather Keister of Lubbock was named the 2024Engineer of the Year by the South Plains Chapter of the TexasSociety of Professional Engineers; andWHEREAS, The highest honor given to a TSPE member, thisprestigious accolade recognizes an individual whose work hasadvanced the engineering profession while making a meaningfuldifference in their community; andWHEREAS, Ms. Keister has more than two decades ofexperience in civil engineering, and she has specialized instormwater, transportation, infrastructure, planning, anddevelopment; in 2013, she helped to establish the Freese andNichols office in Lubbock, and under her able leadership, theengineering, planning, and consulting firm has played aninstrumental role in numerous infrastructure projects in WestTexas and has expanded its presence in the region; andWHEREAS, Over the course of her tenure with Freese andNichols, Ms. Keister has been involved in projects such as theCity of Lubbock road bond program, for which she spearheaded thecitizen committee, and she led the development of the 2023 UpperBrazos Regional Flood Plan; andWHEREAS, Ms. Keister has served on committees and boardsfor Lubbock Area United Way, the Lubbock Chamber of Commerce, theCity of Lubbock, the TSPE South Plains Chapter, LeadershipLubbock, and the Texas Chapter of the American Public WorksAssociation; she has further distinguished herself as a trustedmentor to engineering students, and she has delivered a number ofpresentations at Texas Tech University; among her many honors,she was named the 2024 Businessperson of the Year by the LubbockChamber of Commerce; andWHEREAS, Heather Keister's dedication, expertise, andcommitment to excellence have greatly benefited her fellowTexans and earned her the respect and admiration of her peers,and she may indeed reflect with pride on her accomplishments;now, therefore, be itRESOLVED, That the Senate of the State of Texas, 89thLegislature, hereby congratulate Heather Keister on being namedthe 2024 Engineer of the Year by the South Plains Chapter of theTexas Society of Professional Engineers and extend to her sincerebest wishes for continued success; and, be it furtherRESOLVED, That an official copy of this Resolution beprepared for Ms. Keister as an expression of high regard from theTexas Senate.Perry________________________________President of the SenateI hereby certify that theabove Resolution was adopted bythe Senate on January 29, 2025.________________________________Secretary of the Senate________________________________Member, Texas Senate
