1.1A bill for an act
1.2relating to public safety; appropriating money for grants to certain organizations
1.3providing direct services and advocacy for victims.
1.4    BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5Section 1. DIRECT ASSISTANCE TO CRIME VICTIM SURVIVORS;
1.6    APPROPRIATION.
1.7$....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the general
1.8    fund to the commissioner of public safety for the Office of Justice Programs to provide
1.9    grants to organizations that received a grant from the crime victim services unit in fiscal
1.10   year 2024. Grants must be used for direct services and advocacy for victims of sexual assault,
1.11   general crime, domestic violence, and child abuse. Funding must support the direct needs
1.12   of organizations serving victims of crime by providing: direct client assistance to crime
1.13   victims; competitive wages for direct service staff; hotel stays and other housing-related
1.14   supports and services; culturally responsive programming; prevention programming,
1.15   including domestic abuse transformation and restorative justice programming; and for other
1.16   needs of organizations and crime victim survivors. Services funded must include services
1.17   for victims of crime in underserved communities most impacted by violence and reflect the
1.18   ethnic, racial, economic, cultural, and geographic diversity of the state. Up to ten percent
1.19   of the appropriation is available for grant administration.
