No. 2420A BILL TO BE ENTITLEDAN ACTrelating to requiring each public institution of higher educationto designate a Title VI coordinator.BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:SECTION 1. Subchapter Z, Chapter 51, Education Code, isamended by adding Section 51.9318 to read as follows:Sec. 51.9318. DESIGNATION OF TITLE VI COORDINATOR. (a) Inthis section, "institution of higher education" has the meaningassigned by Section 61.003.(b) Each institution of higher education shall designate anemployee of the institution with expertise in Title VI, CivilRights Act of 1964 (42 U.S.C. Section 2000d et seq.), to serve as aTitle VI coordinator.(c) A Title VI coordinator designated under Subsection (b)shall:(1) oversee the institution's compliance with TitleVI, Civil Rights Act of 1964 (42 U.S.C. Section 2000d et seq.);(2) promote equal access to and participation in theprograms and activities of the institution of higher education;(3) provide training and educational resourcesregarding Title VI law;(4) document and investigate complaints alleging aviolation of Title VI, Civil Rights Act of 1964 (42 U.S.C. Section2000d et seq.);(5) maintain records and reports regarding complaintsreceived and investigations conducted under Subdivision (4); and(6) perform any other relevant duties established bythe institution of higher education.SECTION 2. Section 51.9318, Education Code, as added bythis Act, applies beginning with the 2025-2026 academic year.SECTION 3. This Act takes effect immediately if it receivesa vote of two-thirds of all the members elected to each house, asprovided by Section 39, Article III, Texas Constitution. If thisAct does not receive the vote necessary for immediate effect, thisAct takes effect September 1, 2025.
