  A BILL TO BE ENTITLED
  AN ACT
  relating to requiring each public institution of higher education
  to designate a Title VI coordinator.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter Z, Chapter 51, Education Code, is
  amended by adding Section 51.9318 to read as follows:
         Sec. 51.9318.  DESIGNATION OF TITLE VI COORDINATOR.  (a)  In
  this section, "institution of higher education" has the meaning
  assigned by Section 61.003.
         (b)  Each institution of higher education shall designate an
  employee of the institution with expertise in Title VI, Civil
  Rights Act of 1964 (42 U.S.C. Section 2000d et seq.), to serve as a
  Title VI coordinator.
         (c)  A Title VI coordinator designated under Subsection (b)
  shall:
               (1)  oversee the institution's compliance with Title
  VI, Civil Rights Act of 1964 (42 U.S.C. Section 2000d et seq.);
               (2)  promote equal access to and participation in the
  programs and activities of the institution of higher education;
               (3)  provide training and educational resources
  regarding Title VI law;
               (4)  document and investigate complaints alleging a
  violation of Title VI, Civil Rights Act of 1964 (42 U.S.C. Section
  2000d et seq.);
               (5)  maintain records and reports regarding complaints
  received and investigations conducted under Subdivision (4); and
               (6)  perform any other relevant duties established by
  the institution of higher education.
         SECTION 2.  Section 51.9318, Education Code, as added by
  this Act, applies beginning with the 2025-2026 academic year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
