1.1A bill for an act
1.2relating to state lands; proposing an amendment to the Minnesota Constitution,
1.3article IV, by adding a section; requiring supermajority vote of the legislature to
1.4convey certain state land for less than market value.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.7An amendment to the Minnesota Constitution is proposed to the people. If the amendment
1.8is adopted, a section shall be added to article IV, to read:
1.9Sec. 27. Passage of any law that authorizes the conveyance of state land in excess of
1.10640 acres for consideration that is less than the land's market value requires the vote of
1.11three-fifths of the members of each house of the legislature.
1.12Sec. 2. SUBMISSION TO VOTERS.
1.13The proposed amendment must be submitted to the people at the 2026 general election.
1.14The question submitted must be:
1.15"Shall the Minnesota Constitution be amended to require that passage of any law that
1.16authorizes conveyance of state land in excess of 640 acres for less than the land's market
1.17value requires the vote of three-fifths of the members of each house of the legislature?
1.18Yes ...................
