No. 18(Hull)A BILL TO BE ENTITLEDAN ACTrelating to prohibiting municipal libraries that host certainevents from receiving state or other public funding.BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:SECTION 1. Chapter 315, Local Government Code, is amendedby adding Section 315.0051 to read as follows:Sec. 315.0051. PROHIBITED EVENTS AT MUNICIPAL LIBRARIES. Amunicipal library may not receive state or other public funds if thelibrary hosts an event at which a man presenting as a woman or awoman presenting as a man reads a book or a story to a minor forentertainment and the person being dressed as the opposite genderis a primary component of the entertainment. The state and apolitical subdivision of the state may not provide funds to themunicipal library for the fiscal year following the year in whichthe library hosts an event described by this section.SECTION 2. The change in law made by this Act applies onlyto an event that occurs on or after the effective date of this Act.SECTION 3. This Act takes effect September 1, 2025.
