sb106/chaptered.txtAct No. 85Public Acts of 2026Approved by the GovernorJuly 21, 2026Filed with the Secretary of StateJuly 27, 2026EFFECTIVEDATE: July 27, 2026state of michigan103rd LegislatureRegular session of 2026Introduced by Senators Polehanki and WojnoENROLLED SENATE BILL No. 106AN ACT to amend 1949 PA 300,entitled �An act to provide for the registration, titling, sale, transfer, andregulation of certain vehicles operated upon the public highways of this stateor any other place open to the general public or generally accessible to motorvehicles and distressed vehicles; to provide for the licensing of dealers; toprovide for the examination, licensing, and control of operators andchauffeurs; to provide for the giving of proof of financial responsibility andsecurity by owners and operators of vehicles; to provide for the imposition,levy, and collection of specific taxes on vehicles, and the levy and collectionof sales and use taxes, license fees, and permit fees; to provide for theregulation and use of streets and highways; to create certain funds; to providepenalties and sanctions for a violation of this act; to provide for civilliability of manufacturers, the manufacturers of certain devices, themanufacturers of automated technology, upfitters, owners, and operators ofvehicles and service of process on residents and nonresidents; to regulate theintroduction and use of certain evidence; to regulate and certify themanufacturers of certain devices; to provide for approval and certification ofinstallers and servicers of certain devices; to provide for the levy of certainassessments; to provide for the enforcement of this act; to provide for thecreation of and to prescribe the powers and duties of certain state and localagencies; to impose liability upon the state or local agencies; to provideappropriations for certain purposes; to repeal all other acts or parts of actsinconsistent with this act or contrary to this act; and to repeal certain partsof this act on a specific date,� (MCL 257.1 to 257.923) by adding section811kk.The People of the State ofMichigan enact:Sec.811kk. (1) The secretary of state shall develop under section 811e and issueunder section 811f a fund-raising plate recognizing the need to address theoverpopulation of this state�s companion animals and to support the humane careand health care of homeless and abused animals in this state�s shelters andrescues. The secretary of state, in conjunction with the Michigan Pet Alliance,shall design the fund-raising plate authorized in this section.(2) The protecting Michigan�s pets fund is created within thestate treasury. The state treasurer may receive money or other assets from anysource for deposit into the fund. The state treasurer shall direct theinvestment of the fund. The state treasurer shall credit to the fund interestand earnings from fund investments. Money in the fund at the close of thefiscal year must remain in the fund and must not lapse to the general fund. Thestate treasurer shall be the administrator of the fund for auditing purposes.(3) The secretary of state shall transfer the donation moneyfrom the sale of fund-raising plates under subsection (1) to the statetreasurer, who shall credit the donation money to the fund established undersubsection (2).(4) The state treasurer shall disburse money in the fundestablished under subsection (2) on a quarterly basis to the Michigan PetAlliance.This act isordered to take immediate effect.Secretary of the SenateClerk of the House ofRepresentativesApproved_______________________________________________________________________________________________Governor
