6licensure issuance
7 Statement of purpose of bill as introduced: This bill proposes to direct the
8 Office of Professional Regulation to create a process for the expedited issuance
9 of professional licenses for applicants from other jurisdictions that do not
10 require similar licensure. Those applicants must have practiced the prior three
11 years and otherwise meet the Office’s qualifications and criminal requirements
12 for licensure.
13    An act relating to the expedited issuance of professional licenses for
14    practicing, qualified out-of-state applicants
15 It is hereby enacted by the General Assembly of the State of Vermont:
16 Sec. 1. 3 V.S.A. § 123 is amended to read:
17 § 123. DUTIES OF OFFICE
18    (a) The Office shall provide administrative, secretarial, financial,
19 investigatory, inspection, and legal services to the boards. The services
20 provided by the Office shall include:

2(14) Providing a process for the expedited issuance of licenses for any
3 applicant who:
4(A) has exclusively practiced in a jurisdiction that does not similarly
5 license the profession for which the applicant is applying for a license in this
6 State;
7(B) has practiced that profession uninterrupted for the prior three
8 years; and
9(C) otherwise meets the Office’s qualifications and criminal
10 requirements for licensure.

12 Sec. 2. EFFECTIVE DATE
13    This act shall take effect on September 1, 2025.
