6 Subject: Conservation and development; land use; water resources; stormwater
7 Statement of purpose of bill as introduced: This bill proposes to require the
8 Secretary of Natural Resources to amend the stormwater management rules,
9 including the stormwater management manual, in order align stormwater
10 permitting standards with the land use changes in 2023 Acts and Resolves No.
11 47 and 2024 Acts and Resolves No. 181 that encourage increased development
12 in high-density municipalities and neighborhoods. The revised stormwater
13 permitting standards shall be designed to allow management measures that
14 support increasing housing density in neighborhoods with walkable settings.
15 As part of the revised rulemaking, the Secretary shall incorporate by reference
16 existing innovative standards for management of stormwater, including off-site
17 stormwater management, alternatives stormwater management, and
18 management of high-density development, published by entities such as the
19 U.S. Environmental Protection Agency.
