h455/introduced.txtBILL AS INTRODUCED H.4552025 Page 1 of 31H.4552 Introduced by Representative Christie of Hartford3 Referred to Committee on4 Date:5 Subject: General provisions; legal holidays; Juneteenth6 Statement of purpose of bill as introduced: This bill proposes to require all7 State departments, agencies, and offices to close in observance of the8 Juneteenth legal holiday.9 An act relating to State observance of Juneteenth10 It is hereby enacted by the General Assembly of the State of Vermont:11 Sec. 1. 1 V.S.A. § 371 is amended to read:12 § 371. LEGAL HOLIDAYS13 (a) The following shall be legal holidays:14(1) New Year’s Day, January 1;15(2) Martin Luther King, Jr.’s Birthday, the third Monday in January;16(3) Presidents’ Day, the third Monday in February;17(4) Town Meeting Day, the first Tuesday in March;18(5) Memorial Day, the last Monday in May;19(6) Juneteenth, June 19;20(7) Independence Day, July 4;VT LEG #381191 v.1BILL AS INTRODUCED H.4552025 Page 2 of 31(8) Bennington Battle Day, August 16;2(9) Labor Day, the first Monday in September;3(10) Indigenous Peoples’ Day, the second Monday in October;4(11) Veterans’ Day, November 11;5(12) Thanksgiving Day, the fourth Thursday in November;6(13) Christmas Day, December 25.7 (b)(1) All State departments, agencies and offices shall observe any legal8 holiday which that falls on a Saturday on the preceding Friday and any legal9 holiday which that falls on a Sunday on the following Monday; however,10 except as provided in subdivision (2) of this subsection, all other conditions of11 employment related to legal holidays, including decisions such as the closing12 or opening of State offices and compensation for work performed on such a13 day, shall be proper matters for collective bargaining pursuant to 3 V.S.A.14 § 904.15(2) All State departments, agencies, and offices shall close in16 observance of the legal holiday of Juneteenth, and compensation for work17 performed on the holiday shall be in accordance with the relevant provisions in18 the collective bargaining agreement.19 (c) The provisions of this section shall not affect any collective bargaining20 agreement in existence on the effective date hereof.VT LEG #381191 v.1BILL AS INTRODUCED H.4552025 Page 3 of 31 Sec. 2.
