h379/amended.txtGENERAL ASSEMBLY OF NORTH CAROLINASESSION 2025H 1HOUSE JOINT RESOLUTION 379Sponsors: Representatives Riddell, Setzer, Blust, and Schietzelt (Primary Sponsors).For a complete list of sponsors, refer to the North Carolina General Assembly web site.Referred to: Judiciary 1, if favorable, Rules, Calendar, and Operations of the HouseMarch 13, 20251 A JOINT RESOLUTION APPLYING TO CONGRESS FOR AN ARTICLE V CONVENTION2 OF THE STATES WITH THE PURPOSE OF PROPOSING AMENDMENTS TO THE3 UNITED STATES CONSTITUTION.4Whereas, the founders of the United States Constitution empowered state legislators5 to be guardians against actual or potential abuses of power by the federal government; and6Whereas, the federal government has increasingly usurped legitimate roles of the7 states; and8Whereas, the federal government has created a crushing national debt through9 unsustainable budgeting and spending; and10Whereas, it is the solemn duty of the states to protect freedom and opportunity for our11 citizens, including the generations to come; and12Whereas, Article V of the Constitution of the United States authorizes a process to13 propose amendments to the United States Constitution through a convention of the states to place14 clear restraints on these and related abuses of power; Now, therefore,15 Be it resolved by the House of Representatives, the Senate concurring:16SECTION 1. The legislature of the State of North Carolina hereby applies to17 Congress, under the provisions of Article V of the Constitution of the United States, for the18 calling of a convention of the states limited to proposing amendments to the United States19 Constitution that impose fiscal restraints on the federal government, limit the power and20 jurisdiction of the federal government, and limit the terms of office for its officials and for21 members of Congress.22SECTION 2. This application constitutes a continuing application in accordance23 with Article V of the Constitution of the United States until the legislatures of at least two-thirds24 of the several states have made applications on the same subject.25SECTION 3. The Secretary of State shall transmit copies of this application to the26 President of the United States, the Secretary of the United States Senate, the Speaker and Clerk27 of the United States House of Representatives, the members of North Carolina's congressional28 delegation, and the presiding officers of all state legislatures in the several states requesting their29 cooperation.30SECTION 4.
