R. 2221 IN THE HOUSE OF REPRESENTATIVES March 18, 2025 Ms. Randall (for herself, Mr. Connolly , Mr. Khanna , Ms. Norton , Ms. Scanlon , Mr. Green of Texas , Mr. Peters , Mr. Moulton , Mr. Stanton , Ms. Underwood , Ms. DelBene , Mr. Johnson of Georgia , and Ms. Williams of Georgia ) introduced the following bill; which was referred to the Committee on Oversight and Government Reform A BILLTo amend chapter 4 of title 5, United States Code, to establish the Office of Inspector General for the Office of Management and Budget, and for other purposes.1.Short titleThis Act may be cited as the Office of Management and Budget Inspector General Act .2.Inspector General for the Office of Management and Budget(a)Establishment of OfficeSection 401 of title 5, United States Code, is amended—(1)in paragraph, (1) by inserting the Office of Management and Budget, after means ; and(2)in paragraph (3), by inserting the Director of the Office of Management and Budget, after means .(b)Special provisions concerning the Inspector General of the Office of Management and BudgetChapter 4 of title 5, United States Code, is amended by adding after section 421 the following new section (and by updating the table of contents for such chapter accordingly):421A.Special provisions concerning the Inspector General of the Office of Management and BudgetThe Inspector General of the Office of Management and Budget shall only have jurisdiction over those matters that have been specifically assigned to the Office under law..(c)AppointmentNot later than 120 days after the date of the enactment of this Act, the President shall appoint an individual to serve as the Inspector General of the Office of Management and Budget in accordance with section 403(a) of title 5, United States Code.
