To prohibit certain assistance to Russia and related actions with respect to Russia.
1.
Short title
This Act may be cited as the   America First Equipment and Information Act  .
2.
Findings
Congress finds the following:
(1)
The Russian Federation has engaged in aggressive actions that threaten United States national security and global stability.
(2)
The United States must ensure that no military equipment, technology, or classified information or intelligence falls into the hands of adversaries who could use it against United States interests or allies.
(3)
Restricting the sale, loan, or trade of United States military equipment and information or intelligence to Russia serves the national security interests of the United States.
3.
Prohibition on certain assistance to Russia and related actions with respect to Russia
Effective beginning on the date of the enactment of this Act, the following are prohibited:
(1)
The provision of Foreign Military Financing to Russia.
(2)
The provision of Foreign Military Sales to Russia.
(3)
The provision of Direct Commercial Sales to Russia.
(4)
The exercise of any drawdown authority by the President with respect to assistance to Russia.
(5)
The removal of Russia from any provisions of the International Traffic in Arms Regulation.
(6)
The removal of any export controls on Russia by the Bureau of Industry and Security of the Department of Commerce.
(7)
Any information or intelligence sharing with Russia.
4.
Enforcement
(a)
In general
The President shall submit to the appropriate congressional committees on an annual basis a report detailing compliance with this Act, including with respect to United States military support to Russia.
(b)
Definition
In this section, the term  appropriate congressional committees  means—
(1)
the Committee on Foreign Affairs, the Committee on Armed Services, and the Committee on the Judiciary of the House of Representatives; and
(2)
the Committee on Foreign Relations, the Committee on Armed Services, and the Committee on the Judiciary of the Senate.
