h0495/introduced.txtBILL AS INTRODUCED H.4952025 Page 1 of 21H.4952SHORT FORM3 Introduced by Representative Hooper of Randolph4 Referred to Committee on5 Date:6 Subject: Education; school districts; school district governance; consolidation;7community schools8 Statement of purpose of bill as introduced: This bill proposes to require the9 consideration of existing regional configurations within the State when10 considering drawing consolidated school district boundaries, including11 counties, the Vermont Superintendents Association’s superintendent regions,12 the Vermont School Boards Association’s regions, designated agency regions,13 career and technical education service regions, planning commission regions,14 and transportation maintenance districts, with the goal of encouraging the15 creation of community schools, climate resiliency, targeted population growth,16 and workforce development within a consolidated school governance system17 and a commitment to the State Emergency Management Plan. School district18 consolidation would also involve strategic coordination with Vermont State19 University.
