8 Statement of purpose of bill as introduced: This bill proposes to require the
9 consideration of existing regional configurations within the State when
10 considering drawing consolidated school district boundaries, including
11 counties, the Vermont Superintendents Association’s superintendent regions,
12 the Vermont School Boards Association’s regions, designated agency regions,
13 career and technical education service regions, planning commission regions,
14 and transportation maintenance districts, with the goal of encouraging the
15 creation of community schools, climate resiliency, targeted population growth,
16 and workforce development within a consolidated school governance system
17 and a commitment to the State Emergency Management Plan. School district
18 consolidation would also involve strategic coordination with Vermont State
19 University. The bill also proposes to define which decisions within a school
20 district shall be a function of local control at the district and community level
21 and which decisions shall be made at a higher State level.
