Whereas, acts and resolves of the Legislature do notbecome effective until 90 days after adjournment unless enacted as emergencies; andWhereas, Maine is experiencing significant challenges in providing timely servicesto children with behavioral health challenges; andWhereas, services for children with severe behavioral health challenges are especiallyscarce; andWhereas, assertive community treatment is an evidence-based intervention effectiveat keeping people with severe behavioral health challenges in the community setting andout of institutional settings; andWhereas, Maine currently has only one child assertive community treatment team inthe State; andWhereas, this legislation needs to take effect as soon as possible in order to developthe pilot program required by this legislation that addresses the scarcity of child assertivecommunity treatment teams and provides timely services to children with behavioral healthchallenges; andWhereas, in the judgment of the Legislature, these facts create an emergency withinthe meaning of the Constitution of Maine and require the following legislation asimmediately necessary for the preservation of the public peace, health and safety; now,therefore, be itSec. 1. Child assertive community treatment team. Resolved: That, by March1, 2026, the Department of Health and Human Services shall issue a request for applicationsfor a grant to establish a pilot program to develop one child assertive community treatmentteam to serve the Lewiston or Bangor geographic area. The request for applications mustrequire the awardee of the grant to use workforce incentives designed to attract, train andretain child assertive community treatment staff. The department shall engage in acompetitive process to determine the awardee. The term of the contract may not exceed 2years.Page 1 - 132LR1211(06)Sec. 2. Report. Resolved: That, within 90 days following the conclusion of thepilot program under section 1, the Department of Health and Human Services shall submita report to the joint standing committee of the Legislature having jurisdiction over healthand human services matters describing the outcomes and recommendations forcontinuation of the pilot program. The joint standing committee is authorized to report outlegislation related to the report to the next regular or special session after the report isreceived.Sec. 3. Appropriations and allocations.
