Document has been reformatted to meet World Wide Web specifications.)A billTO AMEND THE SOUTH CAROLINA CODE OF LAWS BY AMENDINGSECTION 23-23-45, RELATING TO 911 TELECOMMUNICATORS TRAINING, SO AS TO REQUIRETELECOMMUNICATORS MUST COMPLETE SUCCESSFULLY ANNUAL WELLNESS EXAMINATIONS; BYADDING SECTION 23-9-200 SO AS TO PROVIDE THE STATE FIRE MARSHAL SHALL REQUIREALL FIREFIGHTERS COMPLETE SUCCESSFULLY ANNUAL WELLNESS EXAMINATIONS; BYAMENDING SECTION 44-61-80, RELATING TO EMERGENCY MEDICAL TECHNICIANCERTIFICATES, SO AS TO REQUIRE EMERGENCY MEDICAL TECHNICIANS COMPLETESUCCESSFULLY ANNUAL WELLNESS EXAMINATIONS; AND BY ADDING SECTION 23-23-57 SO ASTO PROVIDE ALL LAW ENFORCEMENT OFFICERS MUST COMPLETE SUCCESSFULLY ANNUALWELLNESS EXAMINATIONS.Be it enacted by theGeneral Assembly of the State of South Carolina:SECTION 1. Section 23-23-45(A) and (B) of the S.C. Code is amendedto read:(A) Beginning January 1, 2025, all 911telecommunicators that provide dispatch for emergency medical conditions shallbe required to be trained, utilizing the most current nationally recognizedcardiovascular care guidelines, in high-quality T-CPR. The instruction shallincorporate recognition protocols for out-of-hospital cardiac arrest (OHCA),compression-only CPR instruction for callers, and continuous education whichmust be completed on an annual basis. Also, theseindividuals must complete successfully annual wellness examinations.(B)All agencies within this State employing 911 telecommunicators that providedispatch for emergency medical conditions shall be responsible for providingthe instruction and wellness examinations specifiedin subsection (A).SECTION 2. Article 1, Chapter 9, Title 23 of the S.C. Code isamended by adding:Section23-9-200. The State Fire Marshal shall require all firefighters to completesuccessfully annual wellness examinations.SECTION 3. Section 44-61-80(B) of the S.C. Code is amended toread:(B) The department shall develop andapprove educational standards for the necessary classification of emergencymedical technicians and approve the training program for the necessaryclassifications of emergency medical technicians. Thedepartment also shall require all emergency medical technicians to completesuccessfully annual wellness examinations.SECTION 4. Chapter 23, Title 23 of the S.C. Code is amended byadding:Section23-23-57. All law enforcement officers are required to complete successfullyannual wellness examinations.SECTION 5.
