No. 1306/09/2025 Authored by Howard and FreibergThe bill was read for the first time and referred to the Committee on State Government Finance and Policy1.1A bill for an act1.2relating to state government; requiring the commissioner of management and1.3budget to study the economic impact of tariffs on Minnesota households and1.4businesses.1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:1.6Section 1. TARIFF IMPACT STUDY, REPORT, AND PLAN REQUIRED.1.7(a) The commissioner of management and budget must study the economic impact of1.8tariffs on Minnesota households and businesses. The study must:1.9(1) examine tariffs imposed by the United States government and any retaliatory tariffs1.10imposed by other countries;1.11(2) analyze the impact of economic uncertainty caused by frequent tariff changes; and1.12(3) quantify economic impacts for households by income level and for businesses by1.13sector and size including but not limited to agriculture, manufacturing, and small businesses.1.14(b) By February 1, 2026, the commissioner must submit a report that includes a plan to1.15reduce tariff impacts on Minnesota households and businesses to the chairs and ranking1.16minority members of the legislative committees with jurisdiction over state government1.17finance, the Committee on Ways and Means in the house, and the Committee on Finance1.18in the senate. The commissioner must bear any costs incurred under this section within the1.19amounts appropriated to the commissioner under Laws 2025, chapter 39, article 1, section1.2013.Section 1. 1
