sb369/introduced.txtSENATE BILL NO. 369A bill to amend 1939 PA 3, entitled"An act to provide for the regulation and controlof public and certain private utilities and other services affected with apublic interest within this state; to provide for alternative energy suppliersand certain providers of electric vehicle charging services; to provide forlicensing; to include municipally owned utilities and other providers of energyunder certain provisions of this act; to create a public service commission andto prescribe and define its powers and duties; to abolish the Michigan publicutilities commission and to confer the powers and duties vested by law on thepublic service commission; to provide for the powers and duties of certainstate governmental officers and entities; to provide for the continuance,transfer, and completion of certain matters and proceedings; to abolishautomatic adjustment clauses; to prohibit certain rate increases without noticeand hearing; to qualify residential energy conservation programs permittedunder state law for certain federal exemption; to create a fund; to encouragethe utilization of resource recovery facilities; to prohibit certain acts andpractices of providers of energy; to allow for the securitization of strandedcosts; to reduce rates; to provide for appeals; to provide appropriations; todeclare the effect and purpose of this act; to prescribe remedies andpenalties; and to repeal acts and parts of acts,"(MCL 460.1 to 460.11) by adding section 6y.the people of the state of michigan enact:Sec. 6y. (1) Notlater than December 31, 2026, the commission shall create an online transparencytool to calculate the cost of renewable energy to customers in this state. Thetool must calculate the cost over the estimated useful operating lifetime ofthe renewable energy system and include, but not be limited to, both of thefollowing:(a) The cost of construction including all of the following:(i) Siteacquisition and preparation.(ii) Constructioncosts.(iii) Componentcosts.(iv) Assembly costs.(v) Grid connectioncosts.(vi) Operation andmaintenance costs.(b) End-of-life costs including all of the following:(i) Decommissioningthe renewable energy system, including the date the renewable energy systemwill be decommissioned.(ii) Disposal ofcomponents of the renewable energy system, including a description of themethod of disposal for those components.(iii) Remediation ofthe site of the renewable energy system to preconstruction status.(2) As used in this section:(a) "Renewable energy" means that term as defined in section11 of the clean and renewable energy and energy waste reduction act, 2008 PA295, MCL 460.1011.(b) "Renewable energy system" means that term as defined insection 11 of the clean and renewable energy and energy waste reduction act,2008 PA 295, MCL 460.1011.
