SHORT TITLE.4This Act may be cited as the ‘‘National Wildlife Refuge5 System Invasive Species Strike Team Act of 2025’’.6 SEC. 2. NATIONAL WILDLIFE REFUGE SYSTEM INVASIVE7SPECIES STRIKE TEAM PROGRAM.8(a) INVASIVE SPECIES STRIKE TEAM PROGRAM.—9(1) IN GENERAL.—The Secretary shall carry out10a program to identify and respond to priority11invasive species threats within or adjacent to Na-12tional Wildlife Refuge System lands and waters in co-13ordination with partners, to be known as the ‘‘Na-14tional Wildlife Refuge System Invasive Species Strike15Team Program’’.16(2) REQUIREMENTS.—In carrying out the Pro-17gram, the Secretary shall—18(A) establish at least 1 invasive species19strike team within each region of the United20States Fish and Wildlife Service trained in early21detection and rapid response for multiple22invasive species taxa to—23(i) conserve, manage, and, where ap-24propriate, restore, habitat conditions thatssavage on LAPJG3WLY3PROD with BILLS25help native biological communities flourish•HR 4219 RHVerDate Sep 11 2014 21:34 Aug 27, 2026 Jkt 069200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6203 E:\BILLS\H4219.RH H421941within or adjacent to National Wildlife Ref-2uge System lands and waters;3(ii) conduct appropriate prevention,4early detection, rapid response, and man-5agement of invasive species;6(iii) use integrated pest management7techniques and tools;8(iv) conduct inreach and outreach, in-9cluding trainings and table-top exercises,10including on the use of the Incident Com-11mand System, as part of their planning12and operations; and13(v) use risk assessments, research, in-14novations, management outcomes, moni-15toring, and evaluation to improve the effec-16tiveness of detection and response activities;17(B) engage in partnerships and collabora-18tions with—19(i) Federal, State, Tribal, and local20governments;21(ii) nongovernmental institutions;22(iii) nonprofit organizations; and5(D) utilize national and regional standard-6ized reporting platforms, such as—7(i) the National Agricultural Pest In-8formation System;9(ii) the National Data Repository of10the National Plant Diagnostic Network;11(iii) the Early Detection and Distribu-12tion Mapping System;13(iv) the Nonindigenous Aquatic Species14Database of the United States Geological15Survey;16(v) iMapInvasives; and17(vi) State databases.18(3) PROVISION OF ASSISTANCE.—In carrying out19the Program, the Secretary is authorized to—20(A) conduct outreach as appropriate to Fed-21eral, State, local, and Tribal governments and22institutions, as well as private individuals and23organizations, to address the management of24invasive species within or adjacent to Nationalssavage on LAPJG3WLY3PROD with BILLS•HR 4219 RHVerDate Sep 11 2014 21:34 Aug 27, 2026 Jkt 069200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6203 E:\BILLS\H4219.RH H421961Wildlife Refuge System lands and waters, in-2cluding providing or entering, upon request—3(i) financial assistance, including di-4rect expenditures;5(ii) technical assistance;6(iii) contracts; or7(iv) grants or cooperative agreements;8and9(B) upon request of an entity described in10subparagraph (A) and as appropriate, enter into11an agreement to provide the expertise and use of12Invasive Species Strike Teams established under13paragraph (2) to respond to existing or newly14detected invasive species.15(4) COORDINATION OF MANAGEMENT ACTIONS.—16The Secretary shall encourage the National Wildlife17Refuge System to coordinate invasive species manage-18ment actions of each Invasive Species Strike Team19with adjacent landowners and the State or Tribal20agencies within the State or Tribal lands on which21Invasive Species Strike Team activities may occur.22(5) REPORT.—23(A) IN GENERAL.—The Secretary shall sub-24mit to the Committee on Appropriations and thessavage on LAPJG3WLY3PROD with BILLS25Committee on Natural Resources of the House of•HR 4219 RHVerDate Sep 11 2014 21:34 Aug 27, 2026 Jkt 069200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6203 E:\BILLS\H4219.RH H421971Representatives and the Committee on Appro-2priations and the Committee on Environment3and Public Works of the Senate, and make avail-4able to the public on the website of the United5States Fish and Wildlife Service, a report re-6garding the Program 2 years after enactment7and 5 years after enactment.8(B) CONTENTS OF REPORT.—Each report9submitted under subparagraph (A) shall in-10clude—11(i) a summary of each Invasive Species12Strike Team’s work to address priority13invasive species within the National Wild-14life Refuge System;
