SYNOPSIS AS INTRODUCED:
New Act
Creates the Rogue Component Installation Prevention Act. Provides that, on and after the effective date of the Act, no public utility, unit of local government, or school district shall install components manufactured by a foreign country of concern on a renewable energy device in the State. Requires every distributor, manufacturer, or seller of a renewable energy device in the State to report the characteristic contents of any component installed on the renewable energy device, including the date of manufacture, the country of origin, and the location of the company that manufactured the component, to the United States Department of Homeland Security, the United States Department of Energy, the Illinois Power Agency, the Illinois Emergency Management Agency and Office of Homeland Security, and the Illinois State Police. Defines terms.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the Rogue
5 Component Installation Prevention Act.
6 Section 5. Definitions. As used in this Act:
7 "Component" means any software, hardware, digital and
8 cloud infrastructure, or power inverter installed on a
9 renewable energy device.
10 "Foreign country of concern" means the People's Republic
11 of China, the Russian Federation, the Islamic Republic of
12 Iran, the Democratic People's Republic of Korea, the Republic
13 of Cuba, Venezuela, or the Syrian Arab Republic, including any
14 agency of or any other entity of significant control of such
15 foreign country of concern.
16 "Renewable energy device" means any device powered by
17 wind, solar thermal energy, photovoltaic cells or panels, or
18 energy storage systems.
19 Section 10. Installation of components manufactured by a
20 foreign country of concern prohibited. On and after the
21 effective date of this Act, no public utility, unit of local
22 government, or school district shall install components

1 manufactured by a foreign country of concern on a renewable
2 energy device in this State.
3 Section 15. Reporting characteristic contents of
4 components. On and after the effective date of this Act, every
5 distributor, manufacturer, or seller of a renewable energy
6 device in this State shall report the characteristic contents
7 of any component installed on the renewable energy device,
8 including the date of manufacture, the country of origin, and
9 the location of the company that manufactured the component,
10 to the following government entities:
11 (1) the United States Department of Homeland Security;
12 (2) the United States Department of Energy;
13 (3) the Illinois Power Agency;
14 (4) the Illinois Emergency Management Agency and
15 Office of Homeland Security; and
16 (5) the Illinois State Police.
