No. 11CONCURRENT RESOLUTIONWHEREAS, Flood mitigation projects across Texas have beenhindered by lengthy delays in the approval of funding from theFederal Emergency Management Agency and the U.S. Department ofHomeland Security; andWHEREAS, An application to FEMA's Flood MitigationAssistance grant program was submitted for the Combes LateralDrainage Improvement project in February 2024; FEMA issued a noticeof selection for funding, and the Texas Water Development Boardproceeded to address all pre-award items by November 2024; however,despite meeting the requirements thus far, the project has not yetreceived final approval for funding; most recently, FEMA hassubmitted the application to DHS for approval, but the agencieshave neglected to provide a timeline for the completion of thatprocess; andWHEREAS, Another Flood Mitigation Assistance application wassubmitted for the North Main Drainage Improvement project in April2025, yet over the past three months, FEMA has failed to issue anotice of funding selections or even offer an expected timeline fora decision; andWHEREAS, While these projects are largely focused on drainageinfrastructure, they reflect the broader challenges that Texascommunities face in accessing timely and reliable support fromfederal agencies; obstacles to funding prevent the completion ofprojects that would protect the lives and property of residents,especially those who live in flood-prone areas; andWHEREAS, Delays in the approval of funding from FEMA and DHShave left countless citizens vulnerable to life-threatening anddestructive floods, and the federal government must take immediateaction to avoid further harm; now, therefore, be itRESOLVED, That the 89th Legislature of the State of Texas,2nd Called Session, hereby respectfully urge the Department ofHomeland Security to expedite the approval of all Federal EmergencyManagement Agency applications for flood mitigation projects inTexas; and, be it furtherRESOLVED, That the Texas secretary of state forward officialcopies of this resolution to the secretary of the Department ofHomeland Security and to the administrator of the Federal EmergencyManagement Agency.
Urging the Department of Homeland Security to expedite the approval of all FEMA applications for flood mitigation projects in Texas.
