No. 31A JOINT RESOLUTIONproposing a constitutional amendment increasing the threshold ofvoter approval for a school district bond election.BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:SECTION 1. Section 3, Article VII, Texas Constitution, isamended by amending Subsection (e) and adding Subsection (e-1) toread as follows:(e) The Legislature shall be authorized to pass laws for theassessment and collection of taxes in all school districts and forthe management and control of the public school or schools of suchdistricts, whether such districts are composed of territory whollywithin a county or in parts of two or more counties, and, subject toSubsection (e-1), the Legislature may authorize an additional advalorem tax to be levied and collected within all school districtsfor the further maintenance of public free schools, and for theerection and equipment of school buildings therein; provided that amajority of the qualified voters of the district voting at anelection to be held for that purpose, shall approve the tax.(e-1) Notwithstanding Subsection (e), an ad valorem taxauthorized to be levied and collected within all school districtsunder that subsection for the payment of the principal of andinterest on bonds issued by the district must be approved bythree-fifths of the qualified voters of the district voting at anelection held for that purpose.SECTION 2. This proposed constitutional amendment shall besubmitted to the voters at an election to be held May 2, 2026. Theballot shall be printed to permit voting for or against theproposition: "The constitutional amendment increasing thethreshold of voter approval for a school district bond election."
