No. 16HOUSE CONCURRENT RESOLUTIONWHEREAS, Acclaimed educator Barbara Jean Bolden Yarbrough ofMidland is celebrating her 90th birthday on August 29, 2025, to thegreat delight of her family, her friends, and the many formerstudents who are gathering to honor her; andWHEREAS, Born in Franklin, Louisiana, in 1935, the formerBarbara Bolden earned her bachelor's degree in art education fromTexas Southern University; she was hired as an art teacher atMidland's George Washington Carver Junior-Senior High School in1959; later, she transitioned to preschool and first gradeinstruction, and in 1973, she began her long and noteworthy tenureon the faculty of Pease/South Elementary School; while mentoring ahost of youngsters, helping them to reach their fullest potential,she took on a number of leadership roles; she served as president ofboth the District Coordinating Council and the Midland ClassroomTeachers Association and as chair of the Midland Independent SchoolDistrict Teachers Communication Committee; moreover, she was anadjunct professor at The University of Texas Permian Basin andHoward Bible College; andWHEREAS, Mrs. Yarbrough retired in 1996, only to embark on anew chapter spanning upwards of a quarter century as a parentliaison for the South Elementary community; in addition, she hassupported a variety of educational initiatives and volunteered atMISD football games; she has further benefited the communitythrough her efforts in behalf of the Midland County Child WelfareBoard, the Midland Community Action Agency Head Start Program, theTexas Workforce Center, and the United Way of Midland, amongnumerous other organizations; andWHEREAS, In 2015, Midland ISD named Yarbrough ElementarySchool in her honor; Mrs. Yarbrough is the recipient of theprestigious 2021-2022 LifeChanger of the Year Grand Prize,conferred by the National Life Group on an educator who exemplifiesthe highest ideals of the profession; Texas Monthly magazineprofiled her as the Most Inspiring Educator in the Country, andamong myriad accolades, she also garnered the Jefferson Award andRetired Teacher of the Year Award from the Texas Classroom TeachersAssociation; andWHEREAS, Barbara Yarbrough has left an indelible mark on thecommunity, and this milestone in her life affords a welcomeopportunity for family, friends, and former students to expresstheir love and admiration; now, therefore, be itRESOLVED, That the 89th Legislature of the State of Texas,2nd Called Session, hereby congratulate Barbara Jean BoldenYarbrough on the occasion of her 90th birthday and extend to hersincere best wishes for continued happiness; and, be it furtherRESOLVED, That an official copy of this resolution beprepared for Mrs. Yarbrough as an expression of high regard by theTexas House of Representatives and Senate.Craddick____________________________________________________________President of the SenateSpeaker of the HouseI certify that H.C.R.
