(1) Notwithstanding any other law to the18contrary, this act and all rules adopted pursuant to this act19apply to the area located within Jefferson County.20(2) As used in this act, the term:21(a) "Emergency medical transportation services" includes,22but is not limited to, services rendered by means of air23ambulance or an emergency medical services vehicle. As used in24this paragraph, the term:251. "Emergency medical services vehicle" means a privately30 or publicly owned vehicle or vessel that is designed,31 constructed, reconstructed, maintained, equipped, or operated32 for, and is used or intended to be used for, land or water33 transportation of sick or injured persons requiring or likely to34 require medical attention during transport.35(b) "Health care provider" means:361. A hospital licensed under chapter 395, Florida37 Statutes.382. A physician or physician assistant licensed under39 chapter 458, Florida Statutes.403. An osteopathic physician or physician assistant41 licensed under chapter 459, Florida Statutes.424. A podiatric physician licensed under chapter 461,43 Florida Statutes.445. A health maintenance organization certificated under45 part I of chapter 641, Florida Statutes.466. An ambulatory surgical center licensed under chapter47 395, Florida Statutes.487. An other medical facility. As used in this49 subparagraph, the term "other medical facility" means a facility50 the primary purpose of which is to provide human medicalPage 2 of 4CODING: Words stricken are deletions; words underlined are additions.hb4001 -00-erF L O R I D A H O U S E O F R E P R E S E N T A T I V E SENROLLEDHB 4001 2026 Legislature51 diagnostic services or a facility providing nonsurgical human52 medical treatment, to which facility the patient is admitted and53 from which facility the patient is discharged within the same54 working day, and which facility is not part of a hospital.55 However, the term does not include a facility existing for the56 primary purpose of performing terminations of pregnancy or an57 office maintained by a physician or dentist for the practice of58 medicine.598. A professional association, partnership, corporation,60 joint venture, or other association composed of the persons61 described in subparagraphs 2., 3., and 4. for professional62 activity.63(3)(a) Except as provided in paragraph (b), compensation64 to a health care provider to provide medical services for an65 inmate housed in a Jefferson County detention center may not66 exceed 110 percent of the Medicare allowable rate if the health67 care provider does not have a contract with Jefferson County to68 provide inmate medical services.69(b) Compensation to a health care provider to provide70 medical services for an inmate housed in a Jefferson County71 detention center may not exceed 125 percent of the Medicare72 allowable rate if the health care provider:731. Does not have a contract with Jefferson County to74 provide inmate medical services; and752.
