  To create the Workforce Investment Now (WIN) for  1
  Child Care pilot program to provide publicly  2
  funded child care to child care staff members  3
  and to make an appropriation.  4
 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
     Section 1. (A) As used in this section, "child care staff  5
member" does not include an employee of an approved child day  6
camp or an administrator, authorized representative, or owner.  7
     (B) The Department of Children and Youth shall establish  8
the Workforce Investment Now (WIN) for Child Care pilot program  9
to provide publicly funded child care to child care staff  10
members. Subject to available funds, the pilot program shall  11
operate during fiscal years 2026 and 2027.  12
     (C) Under the program, when determining eligibility for  13
publicly funded child care as described in section 5104.34 of  14
the Revised Code, a county department of job and family services  15
shall exclude all of a family's income from that determination  16
if an applicant for publicly funded child care demonstrates to  17
the county department that the child's caretaker parent is a  18
child care staff member who works a minimum of twenty hours per  19

week. Such an applicant shall otherwise meet the requirements of  20
division (A)(2)(a) of section 5104.34 of the Revised Code.  21
  (D) Not later than six months after the conclusion of the  22
pilot program, the Department shall complete a report on the  23
information collected and findings from the pilot program. On  24
completion, the Department shall submit the report to the  25
Governor and to the General Assembly in accordance with section  26
101.68 of the Revised Code.  27
  Section 2. All items in this act are hereby appropriated  28
as designated out of any moneys in the state treasury to the  29
credit of the designated fund. For all operating appropriations  30
made in this act, those in the first column are for fiscal year  31
2026 and those in the second column are for fiscal year 2027.  32
The operating appropriations made in this act are in addition to  33
any other operating appropriations made for these fiscal years.  34

  The foregoing appropriation item 830412, Child Care  38

Grants, shall be used for the Workforce Investment Now (WIN) for  39
Child Care pilot program described in Section 1 of this act.  40
       An amount equal to the unexpended, unencumbered balance of  41
appropriation item 830412, Child Care Grants, at the end of  42
fiscal year 2026 is hereby reappropriated to the same  43
appropriation item for the same purpose in fiscal year 2027.  44
       Section 4. Within the limits set forth in this act, the  45
Director of Budget and Management shall establish accounts  46
indicating the source and amount of funds for each appropriation  47
made in this act, and shall determine the manner in which  48
appropriation accounts shall be maintained. Expenditures from  49
operating appropriations contained in this act shall be  50
accounted for as though made in, and are subject to all  51
applicable provisions of, the main operating appropriations act  52
of the 136th General Assembly.  53
