Provides that a grant made by the Department of Transportation to municipalities and airport authorities for the renovation, construction, and development of airport facilities must include a condition that the renovation, construction, and development of airport facilities is covered by a project labor agreement entered into with the local building and construction trades council having geographic jurisdiction over the airport facilities. Amends the Airport Authorities Act. Provides that any contract entered into by an airport authority to construct, develop, expand, extend, or improve any airport or airport facility must include a project labor agreement entered into with the local building and construction trades council having geographic jurisdiction over the airport or airport facility. Defines "project labor agreement". The Department of Transportation Law of the5 Civil Administrative Code of Illinois is amended by changing6 Section 2705-275 as follows:7 (20 ILCS 2705/2705-275) (was 20 ILCS 2705/49.25j)8 Sec. 2705-275. Grants for airport facilities.9 (a) In this Section, "project labor agreement" means a10 prehire collective bargaining agreement that covers all terms11 and conditions of employment on a specific construction12 project and that meets the requirements described in Section13 25 of the Project Labor Agreements Act.14 (b) The Department may make grants to municipalities and15 airport authorities for the renovation, construction, and16 development of airport facilities. A grant made under this17 Section must include a condition that the renovation,18 construction, and development of airport facilities is covered19 by a project labor agreement entered into with the local20 building and construction trades council having geographic21 jurisdiction over the airport facilities. The State Mandates Act is amended by adding18 Section 8.50 as follows:19 (30 ILCS 805/8.50 new)20 Sec. 8.50. Exempt mandate.
