1A bill to be entitled
2An act relating to public postsecondary reports on
3Pell Grant eligibility and food insecurity; requiring
4the Commissioner of Agriculture to report specified
5information relating to Pell Grant-eligible students
6at certain state universities and Florida College
7System institutions to the Legislature by a specified
8date; requiring the Office of Program Policy Analysis
9and Government Accountability to conduct a study to
10evaluate food insecurity on the campuses of state
11universities and Florida College System institutions;
12providing study requirements; authorizing the office
13to consult with specified entities; requiring the
14office to submit a report to the Legislature by a
15specified date; providing an effective date.

17Be It Enacted by the Legislature of the State of Florida:

19Section 1.        No later than December 1, 2026, the
20Commissioner of Agriculture shall identify the three state
21universities and Florida College System institutions that have
22the highest percentage of Pell Grant-eligible students and
23report such information to the President of the Senate and the
24Speaker of the House of Representatives.
25Section 2.        (1)     The Office of Program Policy Analysis and

26    Government Accountability (OPPAGA) shall conduct a study to
27    evaluate food insecurity on the campuses of state universities
28    and Florida College System institutions.
29(2)     The study must include recommendations for any changes
30    to general law, Board of Governors' rules and regulations, or
31    State Board of Education rules needed to address food insecurity
32    on the campuses of state universities and Florida College System
33    institutions.
34(3)     In conducting the study, OPPAGA shall consult with the
35    Board of Governors of the State University System, the board of
36    trustees of the Florida College System, the Department of
37    Education, and any other relevant stakeholders.
38(4)     OPPAGA shall submit a report on its findings to the
39    President of the Senate and the Speaker of the House of
40    Representatives by December 1, 2026.
41Section 3.        This act shall take effect July 1, 2026.
