3Relating to motor vehicles; to amend Section 32-6-6,
4 Code of Alabama 1975, to require the Alabama State Law
5 Enforcement Agency to establish a method for an individual to
6 voluntarily designate on a driver license or nondriver
7 identification card that the individual has certain medical
8 conditions.
9 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
10Section 1. This act shall be known and may be cited as
11 the Driver Communication and Safety Enhancement Act.
12Section 2. Section 32-6-6, Code of Alabama 1975, is
13 amended to read as follows:
14"§32-6-6
15(a) Each driver license issued by the Alabama State Law
16 Enforcement Agency (ALEA), except temporary permits or other
17 special circumstances as determined by the Secretary of the
18 Alabama State Law Enforcement Agency, shall contain a
19 distinguishing number assigned to the licensee and a color
20 photograph of the licensee, the name, birthdate, address, and
21 a description of the licensee., who, for   For the purpose of
22 identification and as a condition precedent to the validity of
23 the license, immediately upon receipt of the license, the
24 licensee shall endorse his or her usual or regular signature
25 upon the license in the space provided, unless a facsimile of
26 the licensee's signature appears on the license.
27(b) A photo driver license and photo nondriver
28 identification card as provided in Section 32-6-4 shall have a

29 photo core that meets the minimum width and length dimensions
30 specified in ANSI standards X4.13-1971 and ANSI standard CR80,
31 plus or minus 1/4 inch. In addition to all current and
32 existing fees, the agencyALEA may charge an additional fee to
33 recover the cost of producing and issuing photo driver
34 licenses and photo nondriver identification cards. The fee may
35 not exceed ten cents ($.10) ($0.10) over the actual cost of
36 producing and issuing the license or card, including the cost
37 of materials, labor costs, telecommunications costs, computer
38 costs, postage, and any other costs incurred in producing and
39 issuing a license or card.
40(c)(1) ALEA shall provide a method for an individual to
41 voluntarily designate on his or her driver license or
42 nondriver identification card that the individual has been
43 diagnosed with an invisible medical condition. ALEA shall
44 create a discrete designation or mark to place on the license
45 or card of the individual requesting the designation. ALEA may
46 not charge a fee solely for the designation.
47(2) To receive the designation, the individual shall
48 provide proof of the diagnosis from a physician licensed to
49 practice medicine in this state.
50(c)(d) A driver license issued to a qualifying student
51 described in Section 16-28-40(b) shall be exempt from any fees
52 under this section.
53(d)(e) Revenues collected under this section shall be
54 used by the agencyALEA for the sole purpose of this program,
55 and any excess shall revert to the State General Fund at the
56 end of each fiscal year.

57(f) For the purposes of this section, the term
58 "invisible medical condition" means a physical or mental
59 condition that may interfere with an individual's ability to
60 communicate with a first responder, including:
61(1) A communication impediment;
62(2) Autism spectrum disorder;
63(3) Traumatic brain injury;
64(4) Epilepsy;
65(5) Schizophrenia; or
66(6) A cognitive disability.
67Section 3. This act shall become effective on October
68 1, 2026.
