This act shall be known and may be cited as11 the Driver Communication and Safety Enhancement Act.12Section 2. Section 32-6-6, Code of Alabama 1975, is13 amended to read as follows:14"§32-6-615(a) Each driver license issued by the Alabama State Law16 Enforcement Agency (ALEA), except temporary permits or other17 special circumstances as determined by the Secretary of the18 Alabama State Law Enforcement Agency, shall contain a19 distinguishing number assigned to the licensee and a color20 photograph of the licensee, the name, birthdate, address, and21 a description of the licensee., who, for For the purpose of22 identification and as a condition precedent to the validity of23 the license, immediately upon receipt of the license, the24 licensee shall endorse his or her usual or regular signature25 upon the license in the space provided, unless a facsimile of26 the licensee's signature appears on the license.27(b) A photo driver license and photo nondriver28 identification card as provided in Section 32-6-4 shall have aPage 1HB66 Enrolled29 photo core that meets the minimum width and length dimensions30 specified in ANSI standards X4.13-1971 and ANSI standard CR80,31 plus or minus 1/4 inch. In addition to all current and32 existing fees, the agencyALEA may charge an additional fee to33 recover the cost of producing and issuing photo driver34 licenses and photo nondriver identification cards. The fee may35 not exceed ten cents ($.10) ($0.10) over the actual cost of36 producing and issuing the license or card, including the cost37 of materials, labor costs, telecommunications costs, computer38 costs, postage, and any other costs incurred in producing and39 issuing a license or card.40(c)(1) ALEA shall provide a method for an individual to41 voluntarily designate on his or her driver license or42 nondriver identification card that the individual has been43 diagnosed with an invisible medical condition. ALEA shall44 create a discrete designation or mark to place on the license45 or card of the individual requesting the designation. ALEA may46 not charge a fee solely for the designation.47(2) To receive the designation, the individual shall48 provide proof of the diagnosis from a physician licensed to49 practice medicine in this state.50(c)(d) A driver license issued to a qualifying student51 described in Section 16-28-40(b) shall be exempt from any fees52 under this section.53(d)(e) Revenues collected under this section shall be54 used by the agencyALEA for the sole purpose of this program,55 and any excess shall revert to the State General Fund at the56 end of each fiscal year.Page 2HB66 Enrolled57(f) For the purposes of this section, the term58 "invisible medical condition" means a physical or mental59 condition that may interfere with an individual's ability to60 communicate with a first responder, including:61(1) A communication impediment;62(2) Autism spectrum disorder;63(3) Traumatic brain injury;64(4) Epilepsy;65(5) Schizophrenia; or66(6) A cognitive disability.67Section 3.
