sjr86/introduced.txtSECOND REGULAR SESSIONSENATE JOINT RESOLUTION NO. 86103RD GENERAL ASSEMBLYINTRODUCED BY SENATOR COLEMAN.5164S.01I KRISTINA MARTIN, SecretaryJOINT RESOLUTIONSubmitting to the qualified voters of Missouri, an amendment repealing section 52 of article IV ofthe Constitution of Missouri, and adopting one new section in lieu thereof relating tothe coordinating board for higher education.Be it resolved by the Senate, the House of Representatives concurring therein:1That at the next general election to be held in the2 state of Missouri, on Tuesday next following the first Monday3 in November, 2026, or at a special election to be called by4 the governor for that purpose, there is hereby submitted to5 the qualified voters of this state, for adoption or6 rejection, the following amendment to article IV of the7 Constitution of the state of Missouri:1Section A. Section 52, article IV, Constitution of2 Missouri, is repealed and one new section adopted in lieu3 thereof, to be known as section 52, to read as follows:1Section 52. There shall be established a department of2 higher education. A ["Coordinating Board for Higher3 Education" which shall consist of nine members] director of4 the department of higher education appointed by the governor5 by and with the advice and consent of the senate shall be6 established within the department. [The qualifications and7 terms of the members of the board shall be fixed by law, but8 not more than five of its members shall be of the same9 political party. The coordinating board shall succeed the10 commission on higher education] The director shall succeedEXPLANATION-Matter enclosed in bold-faced brackets [thus] in this bill is not enactedand is intended to be omitted in the law.SJR 86 211 the coordinating board for higher education with all its12 powers and duties and shall have such other powers and13 duties as may be prescribed by law.✓
