3  LONG TITLE
4  General Description:
5     This bill modifies certain sunset and repeal dates.
6  Highlighted Provisions:
7     This bill:
8     ▸ extends the sunset dates for the following:
9●   the State Weed Committee;
10●   the Bears Ears Visitor Center Advisory Committee;
11●   the Land Use and Eminent Domain Advisory Board;
12●   the Rare Disease Advisory Council Grant Program;
13●   the Newborn Hearing Screening Committee;
14●   the Mobile Crisis Outreach Team Grant Program;
15●   the Behavioral Health Receiving Center Grant Program;
16●   the Child Care Advisory Committee;
17●   the Health Care Providers Immunity from Liability Act;
18●   the Speech-Language Pathology and Audiology Licensing Act;
19●   the Hearing Instrument Specialist Licensing Act;
20●   the Behavior Analyst Licensing Act;

27     ▸ makes technical changes regarding the State Weed Committee; and

29   Money Appropriated in this Bill:
30This bill appropriates $19,000 in operating and capital budgets for fiscal year 2027, all of
31   which is from the General Fund.
32   Other Special Clauses:
33This bill provides a special effective date.

53   Be it enacted by the Legislature of the state of Utah:
54Section 1. Section 4-17-104 is amended to read:
554-17-104 (Effective 05/06/26) (Repealed 07/01/26). Creation of State Weed
56   Committee -- Membership -- Powers and duties -- Expenses.
57   (1) There is created a State Weed Committee composed of eight members, with each
58member representing one of the following:
59(a) the Department of Agriculture and Food created in Section 4-2-102;
60(b) the Department of Natural Resources created in Section 79-2-201;
61(c) the Utah State University Agricultural Experiment Station;

62      (d) the Utah State University Extension Service;
63      (e) the Utah Association of Counties;
64      (f) private agricultural industry;
65      (g) the Utah Weed Control Association; and
66      (h) the Utah Weed Supervisors Association.
67  (2) The commissioner shall select the members of the committee from those nominated by
68      each of the respective groups or agencies described in Subsection (1) following approval
69      by the executive committee of the Agricultural Advisory Board.
70  (3)(a) Except as required by Subsection (3)(b), as terms of current committee members
71      expire, the commissioner shall appoint each new member or reappointed member to a
72      four-year term.
73      (b) Notwithstanding the requirements of Subsection (3)(a), the commissioner shall, at
74the time of appointment or reappointment, adjust the length of terms to ensure that
75the terms of committee members are staggered so that approximately half of the
76committee is appointed every two years.
77  (4)(a) Members may be removed by the commissioner for cause.
78      (b) When a vacancy occurs in the membership for any reason, the replacement shall be
79appointed for the unexpired term.
80  (5) The State Weed Committee shall:
81      (a) confer and advise on matters pertaining to the planning, implementation, and
82administration of the state noxious weed program;
83      (b) recommend [names] nominees to the commissioner for membership on the
84committee; and
85      (c) serve as members of the executive committee of the Utah Weed Control Association.
86  (6) A member may not receive compensation or benefits for the member's service, but may
87      receive per diem and travel expenses in accordance with:
88      (a) Section 63A-3-106;
89      (b) Section 63A-3-107; and
90      (c) rules made by the Division of Finance [pursuant to] under Sections 63A-3-106 and
9163A-3-107.
92Section 2. Section 63I-1-204 is amended to read:

371Section 12. FY 2027 Appropriations.
372The following sums of money are appropriated for the fiscal year beginning July 1,
373   2026, and ending June 30, 2027. These are additions to amounts previously appropriated for
374   fiscal year 2027.
375Subsection 12(a). Operating and Capital Budgets
376Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
377   Legislature appropriates the following sums of money from the funds or accounts indicated for
378   the use and support of the government of the state of Utah.

387Section 13. Effective Date.
388   (1) Except as provided in Subsection (2), this bill takes effect May 6, 2026.
389   (2) The actions affecting Section 12, FY 2027 Appropriations (Effective 07/01/26) take
390effect on July 1, 2026.
