Health and Human Services Sunset Amendments

LONG TITLE
General Description:
This bill extends repeal dates for programs and committees under the Department of Health
and Human Services, and related provisions.
Highlighted Provisions:
This bill:
▸ extends the repeal date for the:
● Rare Disease Advisory Council Grant Program;
● Newborn Hearing Screening Committee;
● Mobile Crisis Outreach Team Grant Program;
● Behavioral Health Receiving Center Grant Program;
● Behavioral Health Crisis Response Committee; and
● Rural Physician Loan Repayment Program Advisory Committee; and
▸ extends the repeal date for provisions regarding the:
● Behavioral Health Crisis Response Committee; and

Money Appropriated in this Bill:
This bill appropriates $19,000 in operating and capital budgets for fiscal year 2027, all
of which is from the General Fund.

Be it enacted by the Legislature of the state of Utah:
Section 1. Section 63I-1-226 is amended to read:

(1) Subsection 26B-1-204(2)(g), regarding the Youth Electronic Cigarette, Marijuana, and
Other Drug Prevention Committee, is repealed July 1, 2030.
(2) Subsection 26B-1-204(2)(h), regarding the Primary Care Grant Committee, is repealed
July 1, 2035.
(3) Section 26B-1-315, Medicaid ACA Fund, is repealed July 1, 2034.

Section 4. FY 2027 Appropriations.
The following sums of money are appropriated for the fiscal year beginning July 1,
2026, and ending June 30, 2027. These are additions to amounts previously appropriated for
fiscal year 2027.
Subsection 4(a). Operating and Capital Budgets
Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
Legislature appropriates the following sums of money from the funds or accounts indicated for
the use and support of the government of the state of Utah.
