Printed 4/30/26--S.Read the first time March 31, 2026________The committee on SenateMedical AffairsTo whom was referred a Bill (H. 4799) toamend the South Carolina Code of Laws by amending Section 44-7-170, relating tocertificate of need exemptions, so as to provide that veterans homes owned or, etc.,respectfullyReport:That they have duly and carefullyconsidered the same, and recommend that the same do pass:DANIEL VERDIN forCommittee._______A billTO AMEND THESOUTH CAROLINA CODE OF LAWS BY AMENDING SECTION 44-7-170, RELATING TOCERTIFICATE OF NEED EXEMPTIONS, SO AS TO PROVIDE THAT VETERANS HOMES OWNED OROPERATED BY THE DEPARTMENT OF VETERANS' AFFAIRS DO NOT REQUIRE A CERTIFICATE OFNEED.Be it enacted by theGeneral Assembly of the State of South Carolina:SECTION1. Section 44-7-170(B) of the S.C. Code is amendedto read:(B) This article does not apply to:(1)construction of a new hospital with up to fifty beds in any county currentlywithout a hospital;(2)hospitals owned by the Department of Behavioral Health and DevelopmentalDisabilities and operated by the Office of Mental Health and the Office ofIntellectual and Developmental Disabilities, except an addition of one or morebeds to the total number of beds of the predecessor departments' health carefacilities existing on July 1, 1988;(3)any federal hospital sponsored and operated by this State;(4)hospitals owned and operated by the federal government.;(5) veterans' homes owned and operatedby the South Carolina Department of Veterans' Affairs.SECTION 2.
