1     WHEREAS, The legislature established the Joint Select Committee
2 on Civic Health in 2024 to build upon the Project for Civic Health's
3 work to strengthen our democratic republic; and
4     WHEREAS, The Project for Civic Health partners have worked to
5 bolster the civic health of local communities by empowering local
6 elected officials with the skills to tackle local challenges
7 collaboratively through the Washington Collaborative Elected Leaders
8 Institute; and
9     WHEREAS, Over the last two years the committee has held work
10 sessions to further evaluate the state of our state's civic health
11 and pathways to improvement; and
12     WHEREAS, Prior to the 2025 regular session the committee hosted a
13 dinner for newly elected legislators at which they participated in a
14 civility workshop facilitated by the State Legislative Leaders
15 Foundation and National Institute for Civil Discourse; and
16     WHEREAS, The committee partnered with the State Legislative
17 Leaders Foundation and National Institute for Civil Discourse for a
18 work session on building skills to work through political and
19 partisan differences; and
20     WHEREAS, The University of Washington Evans School, a Project for
21 Civic Health partner organization, interviewed legislators during the
22 2025 interim to explore their perspectives of the legislature's civic
23 health during session; and

1     WHEREAS, The committee believes its work to strengthen the
2 state's civic health is not complete and reauthorizing the committee
3 will allow legislators to continue this important work;
4     NOW, THEREFORE, BE IT RESOLVED, By the Senate, the House of
5 Representatives concurring, That the Joint Select Committee on Civic
6 Health, originally established by Senate Concurrent Resolution No.
7 8414 in 2024, be reestablished to build upon the work of the Project
8 for Civic Health; and
9     BE IT FURTHER RESOLVED, That the committee consist of 17 members:
10 The Lieutenant Governor; four members of the majority party of the
11 Senate and four members of the minority party of the Senate, to be
12 selected by the President of the Senate; and four members of the
13 majority party of the House of Representatives and four members of
14 the minority party of the House of Representatives, to be selected by
15 the Speaker of the House of Representatives; and
16     BE IT FURTHER RESOLVED, That the Lieutenant Governor shall be
17 chair of the committee and one member of the majority party and one
18 member from the minority party from opposite chambers shall serve as
19 Vice Chairs; and
20     BE IT FURTHER RESOLVED, That the committee shall operate in full
21 accordance with the Joint Rules; and
22     BE IT FURTHER RESOLVED, All expenses and staff support for the
23 committee shall be provided by the Office of the Lieutenant Governor,
24 except that legislative members of the committee shall be reimbursed
25 for travel expenses by the Senate and House of Representatives in
26 accordance with RCW 44.04.120; and
27     BE IT FURTHER RESOLVED, That the committee shall issue a report
28 on its work to the legislature prior to the 2027, 2028, and 2029
29 regular sessions; and
30     BE IT FURTHER RESOLVED, That the committee shall cease to exist
31 at the start of the 2029 regular session.
