4 SYNOPSIS:
5Existing law provides for the requirements for
6the contents of a driver license and nondriver
7identification card.
8This bill would require the Alabama State Law
9Enforcement Agency to establish a method for an
10individual to voluntarily designate on a driver license
11or nondriver identification card that the individual
12has been diagnosed with autism spectrum disorder or
13another communication disorder.

20Relating to motor vehicles; to amend Section 32-6-6,
21 Code of Alabama 1975, to require the Alabama State Law
22 Enforcement Agency to establish a method for an individual to
23 voluntarily designate on a driver license or nondriver
24 identification card that the individual has certain medical
25 conditions.
26 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
27Section 1. Section 32-6-6, Code of Alabama 1975, is
28 amended to read as follows:

30(a) Each driver license issued by the Alabama State Law
31 Enforcement Agency (ALEA), except temporary permits or other
32 special circumstances as determined by the Secretary of the
33 Alabama State Law Enforcement Agency, shall contain a
34 distinguishing number assigned to the licensee and a color
35 photograph of the licensee, the name, birthdate, address, and
36 a description of the licensee., who, for   For the purpose of
37 identification and as a condition precedent to the validity of
38 the license, immediately upon receipt of the license, the
39 licensee shall endorse his or her usual or regular signature
40 upon the license in the space provided, unless a facsimile of
41 the licensee's signature appears on the license.
42(b) A photo driver license and photo nondriver
43 identification card as provided in Section 32-6-4 shall have a
44 photo core that meets the minimum width and length dimensions
45 specified in ANSI standards X4.13-1971 and ANSI standard CR80,
46 plus or minus 1/4 inch. In addition to all current and
47 existing fees, the agencyALEA may charge an additional fee to
48 recover the cost of producing and issuing photo driver
49 licenses and photo nondriver identification cards. The fee may
50 not exceed ten cents ($.10) over the actual cost of producing
51 and issuing the license or card including the cost of
52 materials, labor costs, telecommunications costs, computer
53 costs, postage, and any other costs incurred in producing and
54 issuing a license or card.
55(c)(1) ALEA shall provide a method for an individual to
56 voluntarily designate on his or her driver license or

57 nondriver identification card that the individual has been
58 diagnosed with autism spectrum disorder or another
59 communication disorder. ALEA shall create a discreet symbol to
60 place on the license or card of the individual requesting the
61 designation. ALEA may not charge a fee solely for the
62 designation.
63(2) To receive the designation, the individual shall
64 provide proof of the diagnosis from a physician licensed to
65 practice medicine in this state.
66(c)(d) A driver license issued to a qualifying student
67 described in Section 16-28-40(b) shall be exempt from any fees
68 under this section.
69(d)(e) Revenues collected under this section shall be
70 used by the agencyALEA for the sole purpose of this program,
71 and any excess shall revert to the State General Fund at the
72 end of each fiscal year."
73Section 2. This act shall become effective on October
74 1, 2026.
