Section 32-6-6, Code of Alabama 1975, is28 amended to read as follows:Page 1HB68 INTRODUCED29"§32-6-630(a) Each driver license issued by the Alabama State Law31 Enforcement Agency (ALEA), except temporary permits or other32 special circumstances as determined by the Secretary of the33 Alabama State Law Enforcement Agency, shall contain a34 distinguishing number assigned to the licensee and a color35 photograph of the licensee, the name, birthdate, address, and36 a description of the licensee., who, for For the purpose of37 identification and as a condition precedent to the validity of38 the license, immediately upon receipt of the license, the39 licensee shall endorse his or her usual or regular signature40 upon the license in the space provided, unless a facsimile of41 the licensee's signature appears on the license.42(b) A photo driver license and photo nondriver43 identification card as provided in Section 32-6-4 shall have a44 photo core that meets the minimum width and length dimensions45 specified in ANSI standards X4.13-1971 and ANSI standard CR80,46 plus or minus 1/4 inch. In addition to all current and47 existing fees, the agencyALEA may charge an additional fee to48 recover the cost of producing and issuing photo driver49 licenses and photo nondriver identification cards. The fee may50 not exceed ten cents ($.10) over the actual cost of producing51 and issuing the license or card including the cost of52 materials, labor costs, telecommunications costs, computer53 costs, postage, and any other costs incurred in producing and54 issuing a license or card.55(c)(1) ALEA shall provide a method for an individual to56 voluntarily designate on his or her driver license orPage 2HB68 INTRODUCED57 nondriver identification card that the individual has been58 diagnosed with autism spectrum disorder or another59 communication disorder. ALEA shall create a discreet symbol to60 place on the license or card of the individual requesting the61 designation. ALEA may not charge a fee solely for the62 designation.63(2) To receive the designation, the individual shall64 provide proof of the diagnosis from a physician licensed to65 practice medicine in this state.66(c)(d) A driver license issued to a qualifying student67 described in Section 16-28-40(b) shall be exempt from any fees68 under this section.69(d)(e) Revenues collected under this section shall be70 used by the agencyALEA for the sole purpose of this program,71 and any excess shall revert to the State General Fund at the72 end of each fiscal year."73Section 2.
