sb5939/introduced.txtS-3535.2SENATE BILL 5939State of Washington 69th Legislature 2026 Regular SessionBy Senators Fortunato and ChristianPrefiled 12/23/25.1 AN ACT Relating to creating the Washington is simply unaffordable2 fund; adding a new section to chapter 43.79 RCW; creating a new3 section; and making an appropriation.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:5 NEW SECTION. Sec. 1. INTENT. The legislature finds that6 policies enacted in Olympia over the last decade have directly7 contributed to Washington becoming increasingly unaffordable for many8 residents, with core necessities such as food, gas, and housing all9 amongst the most costly in the country. This impact has been10 particularly felt and borne by working-class individuals and families11 in Washington. This act is intended to assist lower-income residents12 for whom Washington is simply no longer affordable that desire to13 relocate to a more affordable state.14 NEW SECTION. Sec. 2. A new section is added to chapter 43.7915 RCW to read as follows:16 CREATION OF THE WASHINGTON IS SIMPLY UNAFFORDABLE FUND. The17 Washington is simply unaffordable fund is created in the state18 treasury. Proceeds from the fund may be used only to reimburse19 residents below 300 percent of the federal poverty level for20 documented moving expenses incurred in moving to another state. To bep. 1 SB 59391 eligible, claimants must meet the income threshold, attest that the2 primary reason for the move was the increasing unaffordability of3 living in Washington, and have moved to a state with a higher ranking4 than Washington on the relative value of $100 measure in the annual5 economic climate report issued under RCW 82.33A.010.6 NEW SECTION. Sec. 3. APPROPRIATION. The sum of $7,000,000, or7 as much thereof as may be necessary, is appropriated for the fiscal8 year ending June 30, 2027, from the general fund—state to the state9 treasurer for deposit into the Washington is simply unaffordable fund10 created in section 2 of this act.--- END ---p. 2 SB 5939
