6 Statement of purpose of bill as introduced: This bill proposes to increase the
7 fees for electric generation facility applications.
8    An act relating to electric generation facility fees
9 It is hereby enacted by the General Assembly of the State of Vermont:
10 Sec. 1. 30 V.S.A. § 248c is amended to read:
11 § 248c. FEES; DEPARTMENT OF PUBLIC SERVICE AND PUBLIC
12UTILITY COMMISSION; PARTICIPATION IN CERTIFICATION
13AND SITING PROCEEDINGS

15    (d) Electric and natural gas facilities. This subsection sets fees for
16 registrations and applications under section 248 of this title.
17(1) There shall be a fee of $100.00 $200.00 for each electric generation
18 facility less than or equal to 50 kW in plant capacity, or for a rooftop project,
19 or for a hydroelectric project filing a net metering registration, or for an
20 application filed under subsection 248(n) of this title, or for an energy storage

1 facility less than or equal to 1 MW in nameplate capacity that is required to
2 obtain a certificate of public good under section 248 of this title and is
3 proposed to be located inside an existing building and that would not require
4 any ground disturbance work or upgrades to the distribution system.
5(2) There shall be a fee of $25.00 $200.00 for modifications for each
6 electric generation facility less than or equal to 50 kW in plant capacity, or for
7 a rooftop project, or for a hydroelectric project filing a net metering
8 registration, or for an application filed under subsection 248(n) of this title, or
9 for an energy storage facility less than or equal to 1 MW in nameplate capacity
10 that is required to obtain a certificate of public good under section 248 of this
11 title and is proposed to be located inside an existing building and that would
12 not require any ground disturbance work or upgrades to the distribution
13 system.
14(3) There shall be a fee for electric generation facilities and energy
15 storage facilities that are required to obtain a certificate of public good under
16 section 248 of this title and that do not qualify for the lower fees in
17 subdivisions (1) and (2) of this subsection, calculated as follows:
18(A) $5.00 $8.00 per kW; and
19(B) $100.00 $400.00 for modifications.

1 Sec. 2. EFFECTIVE DATE
2   This act shall take effect on July 1, 2026.
