Provides that forpurposes of this requirement, a meeting means a meeting of: (1)specified permanent standing committees of the RTO; or (2) any seniortask force of the RTO that is active during the calendar year withrespect to which a report is submitted by a public utility under the bill'sprovisions. Requires the IURC to post on the IURC's website thereports received under the bill's provisions. IC 8-1-8.5-15 IS ADDED TO THE INDIANA CODE2 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY3 1, 2026]: Sec. 15. (a) The following terms apply throughout this4 section:5 (1) "Affiliate" means a person that directly, or indirectly6 through one (1) or more intermediaries:7(A) controls;8(B) is controlled by; or9(C) is under common control with;10 a specified person. The term includes a parent company or a11 subsidiary.12 (2) "Meeting", with respect to the regional transmission13 organization, means a meeting of the following:14(A) The following permanent standing committees or their15successors:16(i) The planning committee.17(ii) The operating committee.2026 IN 1434—LS 6078/DI 10121(iii) The market implementation committee.2(iv) The risk management committee.3(B) Any senior task force that is active during the calendar4year with respect to which a report is submitted by a5public utility under subsection (b).6 (3) Notwithstanding section 1 of this chapter, "public utility"7 means a utility that is:8(A) listed in 170 IAC 4-7-2(a); and9(B) a member of the regional transmission organization.10 (4) "Recorded vote" means a vote that is tabulated, either11 individually or as part of an industry sector, at a meeting. The12 term does not include a vote in an election for one (1) or more13 leadership positions on the board of managers or a committee.14 (5) "Regional transmission organization" refers to the15 regional transmission organization known as the PJM16 Interconnection, LLC that operates the bulk power17 transmission system serving parts of Indiana.18 (b) Beginning in 2027, not later than February 1 of each year, a19 public utility shall file with the commission a report, on a form20 specified by the commission, that:21 (1) lists, or otherwise provides access to information on, each22 recorded vote cast by:23(A) the public utility; and24(B) any affiliate of the public utility;25 at a meeting of the regional transmission organization during26 the immediately preceding calendar year, regardless of27 whether the vote is disclosed by the regional transmission28 organization; and29 (2) includes a brief description explaining how each vote30 identified under subdivision (1) supports the provision of31 electric utility service with the attributes set forth in32 IC 8-1-2-0.6, including:33(A) reliability;34(B) affordability;35(C) resiliency;36(D) stability; and37(E) environmental sustainability.38 (c) Upon receiving a report from a public utility under39 subsection (b), the commission shall post the report on the40 commission's website.41 (d) The commission shall adopt rules under IC 4-22-2 to42 implement this section, including a rule prescribing the form to be2026 IN 1434—LS 6078/DI 10131 used by a public utility in filing the report required under2 subsection (b).2026 IN 1434—LS 6078/DI 101
