1A bill to be entitled
2An act relating to specialty license plates; amending
3s. 320.08058, F.S.; directing the Department of
4Highway Safety and Motor Vehicles to develop an
5Outsider license plate; providing for distribution and
6use of fees collected from the sale of the plate;
7providing an effective date.

9    Be It Enacted by the Legislature of the State of Florida:

11Section 1.       Subsection (136) is added to section 320.08058,
12Florida Statutes, to read:
13320.08058        Specialty license plates.—
14(136)       OUTSIDER LICENSE PLATES.—
15(a)     The department shall develop an Outsider license plate
16as provided in this section and s. 320.08053. The plate must
17bear the colors and design approved by the department. The word
18"Florida" must appear at the top of the plate, and the word
19"Outsider" must appear at the bottom of the plate.
20(b)     The annual use fees from the sale of the plate shall
21be distributed to the Hoober Brothers Foundation, Inc., a
22nonprofit corporation under s. 501(c)(3) of the Internal Revenue
23Code. The foundation may use up to 25 percent of the proceeds to
24promote and market the plate and to cover administrative costs.
25The remaining 75 percent of the proceeds shall be used by the

26    Hoober Brothers Foundation, Inc., to create and restore iconic
27    public destinations in this state.
28Section 2.       This act shall take effect October 1, 2026.
