5and generate funding for a specified purpose;
6requiring the exchange to publish certain financial
7information on a website; providing a contingent
8effective date.

10Be It Enacted by the Legislature of the State of Florida:

12Section 1.       Subsection (8) of section 627.4463, Florida
13Statutes, as created by HB 1531 or similar legislation, 2026
14Regular Session, is amended to read:
15627.4463        Florida Health Insurance Exchange; government-
16facilitated purchases and sales of individual and small employer
17health and dental plans.—
18(8)     FUNDING; PUBLICATION OF COSTS; VENDOR TO BUILD AND
19MANAGE EXCHANGE.—
20(a)     The exchange may charge assessments or user fees to
21health carriers or otherwise may generate funding necessary to
22support the operations provided under this section.
23(b)     The exchange shall publish the average costs of
24licensing, regulatory fees, and any other payments required by
25the exchange, and the administrative costs of the exchange, on a

26    website to educate consumers on such costs. This information
27    must include information on moneys lost to waste, fraud, and
28    abuse.
29(c)     The commissioner and the office shall contract with a
30    vendor selected by a competitive procurement to build and manage
31    the exchange.
32Section 2.       This act shall take effect July 1, 2026, but
33    only if HB 1531 or similar legislation is adopted in the same
34    legislative session or an extension thereof and becomes a law.
