There is appropriated $6,000,000 from the general fund, to the South DakotaBoard of Technical Education, for the purpose of building an advanced manufacturinglaboratory space and classrooms on the campus of Southeast Technical College.Section 2. The moneys appropriated in section 1 of this Act are contingent upon SoutheastTechnical College receiving $18,000,000, or as much as is necessary to complete the project,from gifts, grants, donations, or any other source, and upon no bonds being issued for theproject.Section 3. The administration of the design and construction of the project authorized in thisAct shall be under the general charge and supervision of the Bureau of Human Resources andAdministration, as provided in chapter 5-14.Section 4. The secretary of the Department of Education shall approve vouchers and thestate auditor shall draw warrants to pay expenditures authorized in this Act.Section 5. Any amounts appropriated in this Act not lawfully expended or obligated shallrevert in accordance with the procedures prescribed in chapter 4-8.Section 6.
