  SUBSTITUTE SENATE BILL 6074

 READ FIRST TIME 02/04/26.
1     AN ACT Relating to reinstituting parole; adding a new section to
2 chapter 9.95 RCW; and providing an expiration date.
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
4     NEW SECTION. Sec. 1. A new section is added to chapter 9.95 RCW
5 to read as follows:
6     (1) The parole reinstitution work group is established. The
7 president of the senate and the speaker of the house of
8 representatives jointly shall appoint the following members:
9     (a) A representative of the board;
10     (b) A representative of the Washington association of prosecuting
11 attorneys;
12     (c) A representative of the Washington association of criminal
13 defense lawyers;
14     (d) A representative of the Washington state superior court
15 judges' association;
16     (e) Three members representing victim advocates;
17     (f) At least three individuals appointed in accordance with RCW
18 43.18A.020; and
19     (g) A representative of the department.
20     (2) Staff support for the work group must be provided by the
21 William D. Ruckelshaus center.

1     (3) The work group shall:
2     (a) Make recommendations on a coordinated and comprehensive
3 approach to reinstituting parole in Washington; and
4     (b) Develop criteria for parole eligibility.
5     (4) The work group shall report its findings and recommendations
6 to the appropriate committees of the legislature by October 1, 2027.
7     (5) The work group is subject to the reporting requirements in
8 RCW 43.18A.030.
9     (6) This section expires December 31, 2027.
