sb6074/comm-sub.txtS-4702.1SUBSTITUTE SENATE BILL 6074State of Washington 69th Legislature 2026 Regular SessionBy Senate Law & Justice (originally sponsored by Senators Dhingra,Frame, Lovick, Nobles, Saldaña, Trudeau, and Wellman)READ FIRST TIME 02/04/26.1 AN ACT Relating to reinstituting parole; adding a new section to2 chapter 9.95 RCW; and providing an expiration date.3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:4 NEW SECTION. Sec. 1. A new section is added to chapter 9.95 RCW5 to read as follows:6 (1) The parole reinstitution work group is established. The7 president of the senate and the speaker of the house of8 representatives jointly shall appoint the following members:9 (a) A representative of the board;10 (b) A representative of the Washington association of prosecuting11 attorneys;12 (c) A representative of the Washington association of criminal13 defense lawyers;14 (d) A representative of the Washington state superior court15 judges' association;16 (e) Three members representing victim advocates;17 (f) At least three individuals appointed in accordance with RCW18 43.18A.020; and19 (g) A representative of the department.20 (2) Staff support for the work group must be provided by the21 William D. Ruckelshaus center.p. 1 SSB 60741 (3) The work group shall:2 (a) Make recommendations on a coordinated and comprehensive3 approach to reinstituting parole in Washington; and4 (b) Develop criteria for parole eligibility.5 (4) The work group shall report its findings and recommendations6 to the appropriate committees of the legislature by October 1, 2027.7 (5) The work group is subject to the reporting requirements in8 RCW 43.18A.030.9 (6) This section expires December 31, 2027.--- END ---p. 2 SSB 6074
