DIEGNAN, JR.District 18 (Middlesex)SYNOPSIS���� Authorizes use of digital license plates.CURRENT VERSION OF TEXT���� Introduced Pending Technical Review by LegislativeCounsel.��An Act concerning digital license plates andsupplementing Title 39 of the Revised Statutes.���� Be ItEnacted by the Senate and General Assembly ofthe State of New Jersey:���� 1.��� a.� For the purposes ofthis section:���� �Commission� means the NewJersey Motor Vehicle Commission.���� �Digital license plate� meansa digital image displayed on a digital license plate device that displays theregistration number of a motor vehicle, any other information required by thecommission, and any other images or information permitted by the commission,including but not limited to emergency service alerts and personalizedmessages.���� �Digital license plate device�means an electronic device capable of being mounted to a motor vehicle inaccordance with the requirements of motor vehicle license plates and capable ofdisplaying the digital image of a digital license plate.���� b.��� Notwithstanding theprovisions of any other law to the contrary, the Chief Administrator of the NewJersey Motor Vehicle Commission may permit the use of digital license platesand digital license plate devices in accordance with this section upon applicationby the owner of a motor vehicle registered in this State.���� c.���� All digital licenseplates and digital license plate devices authorized for use pursuant to thissection shall display at all times the registration number issued by thecommission for the applicable motor vehicle.���� d.��� Personally identifiableinformation stored on the digital license plate shall be limited to that whichis necessary for the commission to approve the use of such devices and thatwhich is necessary for the manufacturer or vendor to provide services to theowner of a motor vehicle, which standards shall be determined by the commissionand adopted pursuant to rule or regulation.���� e.���� Use of the digitallicense plate and digital license plate device shall remain optional and usersmay affirmatively opt in to using the digital license plate and digital licenseplate device in place of a conventional license plate issued by the commission.���� f.���� The commission shallestablish standards for the use of digital license plates and digital licenseplate devices, including but not limited to protocols for data sharing,privacy, and security.� Digital license plates shall only be displayed ondigital license plate devices approved by the commission.���� g.��� The commission mayauthorize the sale or resale of digital license plate devices by the devicemanufacturer or through participating retailers, subject to review and approvalby the commission.� The commission shall not charge any additional fee for the useof digital license plates or digital license plate devices in excess of the feecharged for the registration of a motor vehicle.����� h.��� The commission shallpromulgate rules and regulations, pursuant to the "AdministrativeProcedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), to govern theissuance and use of digital license plates and accompanying digital licenseplate devices and to otherwise effectuate the purposes of this act.���� 2.��� This act shall takeeffect on the first day of the seventh month following enactment, except thatthe New Jersey Motor Vehicle Commission may take anticipatory actions inadvance thereof to effectuate the purposes of this act.STATEMENT���� This bill authorizes the NewJersey Motor Vehicle Commission (commission) to permit the use of digitallicense plates and digital license plate devices.� Digital license platesauthorized for use by the bill are required to, at all times, display the registrationnumber of the motor vehicle.� The commission is required to establish standardsfor digital license plates and digital license plate devices.
