NEW LAW A new section of law not to be1415 codified in the Oklahoma Statutes reads as follows:1516 A. This act shall be known and may be cited as the “Preserving1617 Oklahoma Values Act of 2026”.1718 B. It is the intent of the Legislature that it shall be the1819 policy of this state to protect its citizens from the application of1920 laws that are contrary to the provisions of the Oklahoma2021 Constitution, the United States Constitution, or the shared values2122 of Judeo-Christian Western civilization.2223232424Req. NEW LAW A new section of law to be codified12 in the Oklahoma Statutes as Section 2010 of Title 25, unless there23 is created a duplication in numbering, reads as follows:34 A. As used in this section:45 1. “Court” means any court, board, tribunal, administrative56 agency, or other adjudicative or enforcement authority of this state67 or any of its political subdivisions;78 2. “Foreign law, legal code, or system” means any law, legal89 code, or system of a jurisdiction outside of any state or territory910 of the United States, inclusive of the laws, legal codes, and1011 systems of international organizations or tribunals, applied by that1112 jurisdiction’s courts, administrative bodies, or other formal or1213 informal tribunals that are contrary to Western values. This shall1314 not be construed as applying to the laws of any Native American1415 tribes within this state;1516 3. “Religious organization” means a church, seminary,1617 synagogue, temple, mosque, religious order, religious corporation,1718 association, or society with an identity that is distinctive in1819 terms of a common religious creed, beliefs, doctrines, practices, or1920 rituals of any faith or denomination, including any organization2021 qualifying as a church or religious organization under the2122 provisions of 26 U.S.C., Section 501(c)(3) or 26 U.S.C., Section2223 501(d); and232424Req. No. 3214 Page 21 4. “Judeo-Christian Western rights and values” means a system12 of values which recognizes:23a. the right to due process,34b. the right to equal protection under the law,45c. freedom of religion,56d. freedom of speech,67e. freedom of the press,78f. the right to keep and bear arms,89g. the right to privacy, and910h. the right to marry, as “marriage” is defined by the1011Oklahoma Constitution, to the extent that such1112definition does not conflict with federal law or a1213holding by the United States Supreme Court.1314 B. Any court ruling or decision, if such ruling or decision is1415 based in whole or in part on any foreign law, legal code, or system,1516 shall be void and unenforceable if such ruling violates any Judeo-1617 Christian Western rights and values.1718 C. Any contract or contractual provision, if such would allow1819 for a foreign law, legal code, or system to govern all or some of1920 the disputes arising between the parties adjudicated by a court or2021 law or by an arbitration panel arising from the mutually agreed2122 contract, shall be void and unenforceable if such foreign law, legal2223 code, or system does not grant the parties any Judeo-Christian2324 Western rights and values.24Req. Any contract or contractual provision, if such provides for12 a jurisdiction for purposes of granting the courts or arbitration23 panels personal jurisdiction over the parties to adjudicate any34 disputes between parties arising from the mutually agreed contract,45 shall be void and unenforceable if such jurisdiction would apply any56 foreign law, legal code, or system to the dispute at issue that is67 contrary to any Judeo-Christian Western rights and values.78 E. This section shall not apply to a corporation, partnership,89 limited liability company, business association, or other legal910 entity that contracts to subject itself to a foreign law, legal1011 code, or system.1112 F. 1. The provisions of this section shall not be construed to1213 limit the right of any person in this state to the free exercise of1314 religion as guaranteed by the provisions of the Oklahoma1415 Constitution and the First Amendment to the United States1516 Constitution.1617 2. The provisions of this section shall not be construed to1718 require or authorize a court to adjudicate or prohibit any religious1819 organization from adjudicating ecclesiastical matters, including but1920 not limited to the election, appointment, calling, discipline,2021 dismissal, removal, or excommunication of a member, officer,2122 official, priest, nun, monk, pastor, rabbi, imam, or member of the2223 clergy of such organization, or the determination or interpretation2324 of the doctrine of such organization if such adjudication would24Req. No. 3214 Page 41 violate the provisions of the Oklahoma Constitution and the First12 Amendment to the United States Constitution.23 SECTION 3.
