8 Statement of purpose of bill as introduced: This bill proposes to direct the
9 Office of Professional Regulation to consider ways to ensure that animal-
10 derived thyroid medications continue to be available to Vermonters. It would
11 require the Office of Professional Regulation and the Department of Financial
12 Regulation to implement all feasible options and would require the Office to
13 report to the General Assembly with findings, recommendations, and any
14 options that would require legislative action.
15    An act relating to maintaining patient access to animal-derived thyroid
16    medications
17 It is hereby enacted by the General Assembly of the State of Vermont:
18 Sec. 1. MAINTAINING PATIENT ACCESS TO ANIMAL-DERIVED
19THYROID MEDICATIONS; REPORT

1    (a) The Office of Professional Regulation, in consultation with the
2 Department of Financial Regulation; representatives of health care
3 professionals, of health insurers, and of patients with hypothyroidism and other
4 thyroid-related disorders; and other interested stakeholders, shall consider all
5 options for ensuring that animal-derived thyroid medications, including
6 desiccated thyroid extract, continue to be available to patients in Vermont for
7 whom those medications are more effective or better tolerated than synthetic
8 thyroid medications. The Office of Professional Regulation and the
9 Department of Financial Regulation shall promptly implement all feasible
10 options that do not require legislative action.
11    (b) On or before January 15, 2027, the Office of Professional Regulation
12 shall report its findings and recommendations, including options already
13 implemented and any that require legislative action, to the House Committee
14 on Health Care and the Senate Committee on Health and Welfare.
15 Sec. 2. EFFECTIVE DATE
16    This act shall take effect on passage.
