h683/introduced.txtBILL AS INTRODUCED H.6832026 Page 1 of 21H.6832 Introduced by Representatives Burtt of Cabot, Tagliavia of Corinth, and Wells3of Brownington4 Referred to Committee on5 Date:6 Subject: Crimes; lewdness and prostitution; public nudity7 Statement of purpose of bill as introduced: This bill proposes to prohibit8 exposing one’s pubic area, genitals, or buttocks when the person is in a place9 where the person can be seen by others in a public place. This bill also grants10 authority for the legislative body of a municipality to adopt an ordinance or11 bylaw that designates public places within the municipality where a person12 may be nude or to issue a permit for an event in which a person may be nude.13 An act relating to public nudity14 It is hereby enacted by the General Assembly of the State of Vermont:15 Sec. 1. 13 V.S.A. § 2607 is added to read:16 § 2607. PUBLIC NUDITY17 (a) Offense. Except as otherwise provided in this section, no person shall18 knowingly expose the person’s pubic area, genitals, or buttocks with less than19 an opaque covering when the person is in a place where the person can be seen20 by others in a public place. For purposes of this section, “public place”VT LEG #385273 v.2BILL AS INTRODUCED H.6832026 Page 2 of 21 includes situations where the person who exposes the person’s pubic area,2 genitals, or buttocks may be on private property such as the person’s front3 yard, but the person is visible to a public space like a sidewalk, road, or4 neighboring property.5 (b) Penalty. A person who violates subsection (a) of this section shall be6 imprisoned not more than six months or fined not more than $500.00, or both.7 (c) Exceptions.8(1) This section shall not apply when a person disrobes in a location9 intended for such conduct such as a changing room.10(2) The legislative body of a municipality may adopt an ordinance or11 bylaw that designates public places within the municipality where a person12 may expose the person’s pubic area, genitals, or buttocks. A municipal13 ordinance adopted pursuant to this subdivision may authorize events where a14 person may expose the person’s pubic area, genitals, or buttocks, and the15 municipality may issue a permit for the event.16 Sec. 2. EFFECTIVE DATE17 This act shall take effect on July 1, 2026.VT LEG #385273 v.2
