6 Subject: Crimes; lewdness and prostitution; public nudity
7 Statement of purpose of bill as introduced: This bill proposes to prohibit
8 exposing one’s pubic area, genitals, or buttocks when the person is in a place
9 where the person can be seen by others in a public place. This bill also grants
10 authority for the legislative body of a municipality to adopt an ordinance or
11 bylaw that designates public places within the municipality where a person
12 may be nude or to issue a permit for an event in which a person may be nude.
13    An act relating to public nudity
14 It is hereby enacted by the General Assembly of the State of Vermont:
15 Sec. 1. 13 V.S.A. § 2607 is added to read:
16 § 2607. PUBLIC NUDITY
17    (a) Offense. Except as otherwise provided in this section, no person shall
18 knowingly expose the person’s pubic area, genitals, or buttocks with less than
19 an opaque covering when the person is in a place where the person can be seen
20 by others in a public place. For purposes of this section, “public place”

1 includes situations where the person who exposes the person’s pubic area,
2 genitals, or buttocks may be on private property such as the person’s front
3 yard, but the person is visible to a public space like a sidewalk, road, or
4 neighboring property.
5    (b) Penalty. A person who violates subsection (a) of this section shall be
6 imprisoned not more than six months or fined not more than $500.00, or both.
7    (c) Exceptions.
8(1) This section shall not apply when a person disrobes in a location
9 intended for such conduct such as a changing room.
10(2) The legislative body of a municipality may adopt an ordinance or
11 bylaw that designates public places within the municipality where a person
12 may expose the person’s pubic area, genitals, or buttocks. A municipal
13 ordinance adopted pursuant to this subdivision may authorize events where a
14 person may expose the person’s pubic area, genitals, or buttocks, and the
15 municipality may issue a permit for the event.
16 Sec. 2. EFFECTIVE DATE
17    This act shall take effect on July 1, 2026.
